شناسایی متغیرهای اثرگذار بر مدیریت هوشمند خدمات انتظامی در فرماندهی انتظامی جمهوری اسلامی ایران

زﻣﯿﻨﻪ و ﻫﺪف: ﻃﯽ ﺳﺎل ﻫﺎی اﺧﯿﺮ ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ رﺷﺪ ﻗﺎﺑﻞ ﺗﻮﺟﻪ اﺳﺘﻔﺎده از ﺧﺪﻣﺎت ﻫﻮﺷﻤﻨﺪ در ﺳﺎزﻣﺎنﻫﺎ، ﭘﮋوﻫﺸﮕﺮان اﯾﻦ ﺣﻮزه ﺗﻤﺎﯾﻞ ﻓﺰاﯾﻨﺪهای ﺑﻪ ارﺗﻘﺎء ﻫﻮﺷﻤﻨﺪﺳﺎزی ﺧﺪﻣﺎت اﻧﺘﻈﺎﻣﯽ ﭘﯿﺪا ﮐﺮدهاﻧﺪ. ﻫﺪف ﭘﮋوﻫﺶ ﮐﻨﻮﻧﯽ، ﺷﻨﺎﺳﺎﯾﯽ اﺑﻌﺎد، ﻣﺆﻟﻔﻪﻫﺎ و ﺷﺎﺧﺺﻫﺎی اﺛﺮﮔﺬار ﺑﺮ ﻣﺪﯾﺮﯾﺖ ﻫﻮﺷﻤﻨﺪ ﺧﺪﻣﺎت اﻧﺘﻈﺎﻣﯽ در ﻓﺮﻣﺎﻧﺪﻫﯽ ا.ج.ا اﯾﺮان اﺳﺖ. روش ﭘﮋوﻫﺶ: در اﯾﻦ ﭘﮋوﻫﺶ از روﯾﮑﺮد آﻣﯿﺨﺘﻪ اﮐﺘﺸﺎﻓﯽ اﺳﺘﻔﺎده ﺷﺪه اﺳﺖ . اﺑﺘﺪا ﺑﺎ اﺳﺘﻔﺎده از روش ﮐﯿﻔﯽ ﻓﺮاﺗﺮﮐﯿﺐ، ﻣﺘﻐﯿﺮﻫﺎی ﺑﺮﮔﺮﻓﺘﻪ از ﻣﻨﺎﺑﻊ ﭘﯿﺸﯿﻦ اﺣﺼﺎء ﺷﺪه و در اداﻣﻪ ﺑﺎ اﺳﺘﻔﺎده از روش ﮐﻤﯽ دﻟﻔﯽ ﻓﺎزی اﻋﺘﺒﺎرﺳﻨﺠﯽ آﻧﻬﺎ اﻧﺠﺎمﮔﺮﻓﺘﻪ اﺳﺖ. ﯾﺎﻓﺘﻪﻫﺎ: ﺣﻮزه ﺧﺪﻣﺎت اﻧﺘﻈﺎﻣﯽ ﻧﯿﺎزﻣﻨﺪ ﻣﺪﯾﺮﯾﺖ ﻫﻮﺷﻤﻨﺪ ﻣﺘﻤﺮﮐﺰ و ﯾﮑﭙﺎرﭼﻪ اﺳﺖ. ﯾﺎﻓﺘﻪﻫﺎ ﻧﺸﺎن ﻣﯽدﻫﺪ ﮐﻪ ﻣﻬﻢﺗﺮﯾﻦ اﺑﻌﺎد ﻫﻮﺷﻤﻨﺪﺳﺎزی ﺧﺪﻣﺎت اﻧﺘﻈﺎﻣﯽ، »ﻣﻨﺎﺑﻊ اﻧﺴﺎﻧﯽ، ﻓﻨﺎوری، ارزﯾﺎﺑﯽ و ﻣﺸﺘﺮﯾﺎن« اﺳﺖ. ﻧﺘﺎﯾﺞ: ﻓﺮاﺟﺎ ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﮔﺴﺘﺮه ﻣﺄﻣﻮرﯾﺘﯽ ﺧﻮد ﺑﺮای ﺗﻮﺳﻌﻪ و ارﺋﻪ ﻣﻄﻠﻮب ﺧﺪﻣﺎت ﺑﻪ ﻣﺸﺘﺮﯾﺎن ﺧﻮد، ﻧﯿﺎزﻣﻨﺪ ﻫﻮﺷﻤﻨﺪﺳﺎزی ﺧﺪﻣﺎت اﻧﺘﻈﺎﻣﯽ اﺳﺖ. در اﯾﻦ راﺳﺘﺎ، ﭘﮋوﻫﺶ ﮐﻨﻮﻧﯽ ﺑﺎ اﺣﺼﺎء ﻣﺘﻐﯿﺮﻫﺎی ﺗﺄﺛﯿﺮﮔﺬار در ﺣﻮزه ﻣﺪﯾﺮﯾﺖ ﻫﻮﺷﻤﻨﺪ ﺧﺪﻣﺎت اﻧﺘﻈﺎﻣﯽ، رﻫﻨﻤﻮدﻫﺎﯾﯽ اراﺋﻪ ﮐﺮده اﺳﺖ ﮐﻪ ﺑﺮای ﭘﮋوﻫﺸﮕﺮان ﺣﻮزه ﻫﻮﺷﻤﻨﺪﺳﺎزی ﺧﺪﻣﺎت ﻫﻢ از دﯾﺪﮔﺎه ﻧﻈﺮی و ﻫﻢ از دﯾﺪﮔﺎه ﮐﺎرﺑﺮدی، ﺳﻮدﻣﻨﺪ اﺳﺖ.

background and objective: in recent years, due to the significant growth in the use of smart services in organizations, researchers in this field have found an increasing desire to promote the smartization of law enforcement services. the aim of the present study is to identify the dimensions, components, and indicators affecting the smart management of law enforcement services in the iranian civil defense command. research method: in this study, an exploratory mixed approach was used. first, variables derived from previous sources were counted using a qualitative meta-synthesis method, and then their validation was performed using a quantitative fuzzy delphi method. findings: the field of law enforcement services requires centralized and integrated smart management. the most important dimensions of smartization of law enforcement services were identified as human resources, technology, evaluation, customers, and then the similar and dissimilar results of the present study were compared with other studies. conclusion: given the scope of its mission to develop and provide optimal services to its customers, faraja needs to make law enforcement services smarter. in this regard, the present study, by analyzing the influential variables in the field of smart management of law enforcement services, has provided guidelines that are beneficial for researchers in the field of smart services from both a theoretical and an applied perspective.
