الگوی برنامه ریزی و ارزیابی عملکرد پیامدگرا در فراجا

زمینه و هدف: یکی از دغدغه های مهمی که همواره مورد نظر مسئولین فراجا، طراحی و استقرار یک نظام برنامه‌ریزی و ارزیابی عملکرد پیامدگرا در فراجا جهت حصول اطمینان از توجه کافی به نتایج و پیامدهای حاصل از فعالیت‌ها در مجموعه فراجا بوده‌است. هدف این پژوهش ارائه یک الگوی بومی برای برنامه‌ریزی و ارزیابی عملکرد پیامدگرا در فراجا ‌است. روش: روش تحقیق این پژوهش، تحقیق کیفی بوده و در آن، ابتدا مطالعات کتابخانه ای در خصوص نحوه‌ی برنامه‌ریزی و ارزیابی عملکرد پیامدگرا صورت گرفته است سپس وضعیت موجود نظام برنامه‌ریزی در فراجا و روشهای ارزیابی عملکرد که در فراجا در حال انجام است، مورد بررسی قرار گرفته است. پس از آن، مصاحبه های تخصصی با بیست نفر از صاحب نظران، مدیران و ذینفعان مرتبط با موضوع در سطوح مختلف سازمانی (شامل مسئولین ارشد ستاد کل نیروهای مسلح، معاونت طرح و برنامه و بودجه فراجا و سایر متولیان و اندیشمندان منتخب) انجام شد و محتواهای حاصل از مصاحبه ها، با روش تحلیل مضمون، مورد بررسی قرار گرفت. سپس الگوی اولیه برای برنامه‌ریزی و ارزیابی عملکرد پیامدگرا برای فراجا طراحی شد و روایی الگوی مربوطه با استفاده از پنل خبرگی مورد تایید قرار گرفت. نتایج: الگوی برنامه‌ریزی و ارزیابی پیامدگرا با رویکرد طرح محوری ارائه شد و فرآیند اجرایی برای استقرار آن در مجموعه ی فراجا، پیشنهاد شد. یکی از نوآوری های مهمی که در این الگو صورت گرفته است، استفاده از رویکرد تلفیقی بین مفهوم مدیریت طرح، برنامه‌ریزی و ارزیابی عملکرد است که در سایر سازمانها و نهادها که به موضوع برنامه‌ریزی پیامدگرا پرداخته‌اند، از این رویکرد استفاده نشده است و این رویکرد نوآورانه، در پژوهش حاضر برای فراجا ارائه شده است.نتاﯾﺞ: اﻟﮕﻮی ﺑﺮﻧﺎﻣﻪرﯾﺰی و ارزﯾﺎﺑﯽ ﭘﯿﺎﻣﺪﮔﺮا در ﺑﺨﺶ ﺑﺮﻧﺎﻣﻪرﯾﺰی ﺷﺎﻣﻞ اﺑﻌﺎد، ﺗﻌﯿﯿﻦ ﭼﺸﻢاﻧﺪاز و ﺟﻬﺖﮔﯿﺮیﻫﺎی ﮐﻼن، ﺗﺤﻠﯿﻞ ﻣﺤﯿﻄﯽ و آﯾﻨﺪه ﺳﺎزی، ﺗﻌﯿﯿﻦ راﻫﺒﺮدﻫﺎ، ﻣﺄﻣﻮرﯾﺖ ﻫﺎ و ﻣﺤﻮرﻫﺎی ﮐﻼن ﻓﻌﺎﻟﯿﺖ ﻫﺎ، ﺗﻌﺮﯾﻒ ﻃﺮحﻫﺎ در ﻫﺮ ﯾﮏ از ﺣﻮزهﻫﺎی ﻣﺄﻣﻮرﯾﺘﯽ، ﺗﻌﯿﯿﻦ ﺑﺮﻧﺎﻣﻪ ﻫﺎ، ﻓﻌﺎﻟﯿﺖﻫﺎ و زﯾﺮﻃﺮحﻫﺎی ﻣﺘﻨﺎﻇﺮ ﺑﺎ ﻫﺮ ﯾﮏ از ﻃﺮحﻫﺎ و ارزﯾﺎﺑﯽ ﻣﯿﺰان ﺗﺤﻘﻖ ﻃﺮحﻫﺎ و ﺑﺮﻧﺎﻣﻪﻫﺎ و در ﺑﺨﺶ ارزﯾﺎﺑﯽ ﻋﻤﻠﮑﺮد ﺷﺎﻣﻞ اﺑﻌﺎد، ﺗﻌﯿﯿﻦ ﭘﯿﺎﻣﺪﻫﺎی ﻣﻮرداﻧﺘﻈﺎر در آﯾﻨﺪه ﻓﺮاﺟﺎ، ﺗﻌﯿﯿﻦ ﭘﯿﺎﻣﺪﻫﺎ و ﻣﻨﺎﻓﻌﯽ ﮐﻪ ﺑﺎﯾﺪ ﺑﻪ ذی ﻧﻔﻌﺎن ﻣﻨﺘﻘﻞ ﺷﻮد، ﺗﻌﯿﯿﻦ ﻣﺘﻮﻟﯽ ﺳﻨﺠﺶ ﻣﯿﺰان اﻧﺘﻘﺎل ﻣﻨﺎﻓﻊ ﯾﺎ ﭘﯿﺎﻣﺪﻫﺎ ﺑﻪ ذیﻧﻔﻌﺎن ﻫﺮ ﻃﺮح، ﺗﻌﯿﯿﻦ ﺷﺎﺧﺺﻫﺎی ﺳﻨﺠﺶ و اراﺋﻪ ﮔﺰارش ارزﯾﺎﺑﯽ ﻋﻤﻠﮑﺮد است.

the impact based planning and evaluation pattern

background and purpose: one of the important concerns that has always been desired by faraja officials is the design and establishment of a result-oriented performance planning and evaluation system in faraja to ensure sufficient attention to the results and consequences of the activities in faraja complex. the aim of this research is to present a native model for planning and evaluating the consequential performance in farajah. method: the research method of this research is a qualitative research, and in it, first, library studies were conducted regarding the method of planning and evaluation of consequential performance, then the current situation of the planning system in faraja and the performance evaluation methods that are being carried out in faraja were examined. is placed after that, specialized interviews were conducted with twenty experts, managers and stakeholders related to the issue at different organizational levels (including the senior officials of the general staff of the armed forces, the deputy of planning and budgeting of faraja and other selected trustees and thinkers). the contents of the interviews were analyzed by thematic analysis method. then, the initial model for planning and evaluation of consequential performance was designed for faraja, and the validity of the relevant model was confirmed using an expert panel. results: the consequentialist planning and evaluation model was presented with a plan-oriented approach, and the implementation process was suggested for its deployment in the faraja complex. one of the important innovations that has been made in this model is the use of an integrated approach between the concept of project management, planning and performance evaluation, which has not been used in other organizations and institutions that have dealt with the issue of consequential planning, and this innovative approach , is presented in the present study for faraja
