تاثیر تامین مالی از طریق اسناد خزانه اسلامی در پیشبرد اهداف فراجا

زمینه و هدف: یکی از مشکلات عمده در فراجا تامین مالی پروژه های در دست اقدام میباشد که به دلیل عدم وجود اعتبار لازم و کسری بودجه و عدم تخصیص اعتبار مصوب پروژه های مذکور به حالت تعطیل و نیمه تمام و یا باسرعت بسیار کمی در حال انجام میباشد.روش‌ پژوهش: این پژوهش از حیث هدف، کاریردی و از منظر ماهیت، پیمایشی است و با استفاده از پرسشنامه و نظرسنجی از یگانهای تابعه فراجا که به نحوی از اسناد خزانه اسلامی استفاده می کنند میزان تاثیرگذاری تامین مالی از طریق اسناد خزانه اسلامی بر پیشبرد و پیشرفت فراجا مورد سنجش قرار گرفت.یافته‌ها: تامین مالی از طریق اسناد خزانه اسلامی در پیشبرد اهداف فراجا موثر نبوده و همچنین باعث صرفه جویی و کاهش هزینه ها در فراجا نگردیده و این نوع تامین مالی تنها موجب انضباط مالی در آینده فراجا میگردد.نتیجه‌گیری: با توجه به داده های موجود در فراجا در سال 1401 بودجه دریافتی از محل اسناد خزانه اسلامی 1.21 درصد کل بودجه فراجا در سال 1402 این رقم به 1.98 درصد افزایش پیدا کرده است که در کل رقم و عدد بسیار پایینی می باشد و در پیشبرد اهداف و ماموریتهای سازمان بسیار ناچیز می باشد. پس از بررسی اطلاعات و داده های بدست آمده مشخص گردید که تامین مالی در فراجا از طریق اسناد خزانه اسلامی بیشتر به سمت پرداخت بدهی های انباشته شده پیمانکاران و مطالبات آنها می باشد و راه حل این مشکل متناسب سازی حفظ قدرت خرید پرداختی با نرخ تورم اعلامی از طریق مرکز آمار ایران و ایجاد ساز و کار لازم جهت استقبال و استفاده پیمانکاران از این گونه اوراق و تامین مالی گسترده تر در فراجا به نحوی که شاهد پروژه های در دست اقد ام تکمیل و پروژه نیمه تمام و یا تعطیل نباشیم.
