تعیین وزن فعالیت های پلیس پیشگیری در بودجه ریزی عملیاتی با استفاده از روش های تصمیم گیری چند معیاره

زمینه و هدف: از مهمترین گام های بودجه ریزی عملیاتی، تعیین وزن هر یک از فعالیت ها در عملکرد کلی سازمان است. ازاین رو، این پژوهش به دنبال تعیین وزن و رتبه بندی فعالیت های پلیس پیشگیری فراجاست.روش: این پژوهش از لحاظ روش توصیفی- پیمایشی و از لحاظ هدف کاربردی است. در این پژوهش، از روش گروه کانونی و استفاده از نظرات خبرگان برای احصاء معیارهای موثر بر وزن دهی به فعالیت‌های پلیس پیشگیری استفاده شده است. در ادامه با استفاده از ابزار پرسشنامه محقق ساخته، با استفاده از روش آنتروپی شانون، وزن هر یک از معیارها تعیین و در نهایت نیز با استفاده از روش تاپسیس، وزن هر یک از فعالیت های شناسایی شده به همراه رتبه بندی آنها استخرج گردیده است. یافته ها و نتایج: یافته های پژوهش در بخش تعیین معیارهای موثر بر وزن دهی به فعالیت های پلیس پیشگیری حاکی از آن است که دو معیار هزینه کل هر فعالیت و تعداد تکرار فعالیت در یک دوره مشخص به عنوان معیارهای موثر بر وزن دهی شناسایی گردیدند. بر این اساس، وزن دو معیار شناسایی شده به ترتیب 0.715 و 0.285 تعیین شد. در نهایت نیز یافته های پژوهش در بخش تعیین وزن فعالیت ها و رتبه بندی آنها با استفاده از روش تاپسیس حاکی از آن است که فعالیت کشف و خننثی سازی بمب از اولویت بیشتری نسبت به سایر گزینه‌ها برخوردار است. بر این اساس، پرونده های قضایی در جایگاه دوم و فعالیت های کنترل و بازرسی، گشت فوریت های پلیسی 110، گشت انتظامی، اجرای احکام قضایی، کشف و دستگیری جرایم، مواد ناریه، کنترل اجتماعات و مقابله با اغتشاشات، بدرقه متهمین و زندانیان، مشاوره و مددکاری، حفاظت از اماکن، ارائه خدمات اداری خاص، اشراف اطلاعاتی، طرح های انتظامی و نگهداری متهمین (تحت نظر) به ترتیب در جایگاه سوم تا شانزدهم قرار دارند.

determining the weight of preventive police activities in operational budgeting using multi-criteria decision-making methods

background and purpose: the operational budgeting approach is one of the most important budgeting tools that can, by taking advantage of a process view of organizational operations, achieve the cost of the services provided by the organization to manage the financial flow and increase the efficiency and effectiveness of the budget in willingness to help. one of the most important steps of operational budgeting is determining the weight of each activity in the overall performance of the organization. therefore, this research seeks to determine the weight and ranking of faraja prevention police activities.method: this research is descriptive-survey and practical in terms of purpose. in this research, the focus group method and the use of experts' opinions were used to calculate the effective criteria for weighting the prevention police activities. next, by using the researcher-made questionnaire tool, by using the shannon entropy method, the weight of each of the criteria was determined, and finally, by using the topsis method, the weight of each of the identified activities was extracted along with their ranking.findings and results: the findings of the research in determining the effective criteria for weighting the prevention police activities indicate that the two criteria of the total cost of each activity and the number of repetitions of the activity in a specific period were identified as the effective criteria for weighting. based on this, the weight of the two identified criteria was determined as 0.715 and 0.285 respectively. finally, the findings of the research in determining the weight of the activities and ranking them using the topsis method indicate that the activity of bomb detection and neutralization has a higher priority than other options. based on this, judicial cases in the second place and control and inspection activities, 110 police emergency patrols, police patrols, enforcement of judicial orders, detection and arrest of crimes, explosives, control of gatherings and dealing with riots, escorting accused and prisoners, counseling and assistance, protection of places, provision of special administrative services, intelligence elites, law enforcement plans and custody of the accused (under observation) are in the third to sixteenth place, respectively.
