طراحی الگوی کوچک سازی بخش دولتی مبتنی بر حکمرانی جامع

زمینه و هدف: امروزه مدیریت دولتی نوین به صورت ویژه بر کوچک کردن حجم دولت و تمرکززدایی از ساختارهای دولت تاکید می نماید و شرایط را برای ورود نهادهای جدید جهت تحقق این امر فراهم می آورد. دولت‌ها به علت مواجهه با مشکلات اقتصادی و اداری متعدد با چالش‌های فراوانی در اداره عمومی خود مواجه هستند. کوچک سازی ابزاری مدیریتی، جهت کاهش هزینه‌ها و افزایش بهره وری است. پرواضح است که نظام اداری کشورمان در حال حاضر از چابکی لازم برخوردار نیست. این مشکل از دو مساله ناشی می گردد. یکی گستردگی و نامتوازن بودن نظام اداری کشور، باعث کم تحرکی آن شده است و دیگری اینکه بخش دولتی از توازن سیستمی لازم برخوردار نیست و بخش های مختلف رشد نامتوازن دارند. بنابراین هدف پژوهش حاضر، طراحی الگوی کوچک سازی در بخش دولتی بوده است. روش شناسی: این پژوهش از نظر هدف، بنیادی و در آن از روش کیفی استفاده شده است. به لحاظ رویکرد استقرایی و استراتژی مورد استفاده در این پژوهش تحلیل مضمون بوده است. برای پاسخگویی به سوال پژوهش، از مطالعات کتابخانه ای و بررسی متون استفاده شده است. برای تجزیه و تحلیل داده‌ها از نرم افزار maxqda2020 استفاده شد. یافته ها: یافته‌ها نشان داد که تعداد 145 مضمون پایه، 41 مضمون سازمان‌دهنده و 13 مضمون فراگیر شناسایی شدند. نتایج: الگوی کوچک‌سازی بخش دولتی دارای 13 بعد اصلی شامل الزامات کوچک‌سازی، ایجاد ظرفیت جهت کوچک‌سازی، استراتژی‌های کوچک‌سازی، روش‌های کوچک‌سازی، راهکارهای عملیاتی کوچک‌سازی، حکمرانی مطلوب، سیاست‌های کلان دولتی، ساختار نظام حکومتی، فشارهای مالی و بدهی دولت، تکنولوژی و نوآوری و آثار کوچک‌سازی است.

designing the model of downsizing of the public sector based on comprehensive governance

background and purpose: today, modern public administration emphasizes on shrinking the size of the government and decentralization of government structures and provides the conditions for the entry of new institutions to realize this. governments face many challenges in their public administration due to facing numerous economic and administrative problems. downsizing is a management tool to reduce costs and increase productivity. it is clear that the administrative system of our country does not have the necessary agility at the moment. this problem arises from two issues. one is the vastness and imbalance of the country's administrative system, which has caused its lack of activity, and the other is that the government sector does not have the necessary systemic balance and different sectors have uneven growth. therefore, the aim of the current research was to design a downsizing model in the public sector.methodology: this research is fundamental in terms of its purpose and a qualitative method has been used in it. in terms of inductive approach and strategy used in this research, thematic analysis was used. to answer the research question, library studies and literature review have been used. maxqda2020 software was used for data analysis.findings: the findings showed that 145 basic themes, 41 organizing themes and 13 comprehensive themes were identified.results: the public sector downsizing model has 13 main dimensions including downsizing requirements, building capacity for downsizing, downsizing strategies, downsizing methods, downsizing operational solutions, good governance, politics the government's macro issues are the structure of the government system, financial pressures and government debt, technology and innovation, and the effects of downsizing.
