الگوی اقتصادی فراجا و اقدامات اجرایی برای پیاده سازی آن

زمینه و هدف: یکی از جنبه های مهم اداره یک سازمان که تاثیر فراوانی بر عملکرد سازمان دارد، وجه اقتصادی آن است. هر سازمانی باید برنامه و نحوه مدیریت اقتصادی خود را ترسیم و براساس الگوی خاص خود به پیشبرد اهداف سازمان بپردازد و فرماندهی انتظامی جمهوری اسلامی ایران هم مانند هر سازمان دیگری برای مدیریت اقتصادی خود به الگو نیاز دارد که این مقاله به ارائه الگوی اقتصادی پیشنهادی برای فراجا (فرماندهی انتظامی جمهوری اسلامی ایران) پرداخته است. روش: این پژوهش با رویکرد کیفی و روش تحلیل تماتیک انجام شد، جامعه‌پژوهش خبرگان کلیدی برون سازمانی مرتبط با موضوع اقتصاد مانند استادان دانشگاهها و شاغلین مرتبط با موضوع در ستاد کل نیروهای مسلح و سپاه و خبرگان درون سازمانی مطلع از مباحث اقتصادی در ناجا از جمله مطلعین شاغل در طرح و برنامه و بودجه ناجا، بنیاد تعاون، آماد و مهندسی، نیروی انسانی بودند که بصورت هدفمند مبتنی بر معیار و در حد اشباع نظری ( 25 نفر) انتخاب و با ابزار مصاحبه نیمه ساختاریافته الگوی مورد نظر استخراج شد. روایی پژوهش با معیار باورپذیری و پایایی آن با معیار اطمینان‌پذیری بررسی و تایید شد. یافته ها: از شناسه گذاری نظرات 8 بعد مصرف، تولید، اقتصاد دانش بنیان، اقتصاد مقاومتىِ، مدیریت صحیح، عدالت، کنترل و نظارت، جلب مشارکت مردم،16 مولفه و 113 شاخص استخراج شد. نتایج: الگوی اقتصادی فراجا با ابعاد و مولفه ها و نتایج تدوین شد و راه کارهایی برای اقتصاد فراجا در دو جنبه کاهش هزینه ها و افزایش درآمدزایی در ابعاد هشت گانه مصرف، تولید، اقتصاد دانش بنیان، اقتصاد مقاومتى، مدیریت صحیح، عدالت، کنترل و نظارت، جلب مشارکت مردم با اولویت بندی براساس معیار ضرورت و امکانات موجود برای اجرایی شدن آن داده شد.

FARAJA economic model and executive measures toimplement it

Introduction: One of the important aspects of running an organization that has a great impact on the performance of the organization is its economic aspect. Each organization should draw its own plan and method of economic management and advance the goals of the organization based on its own model, and the Disciplinary Command of the Islamic Republic of Iran, like any other organization, has a model for its economic management. Paid.Method: This research was conducted using a qualitative approach and thematic analysis method. Among the informants working in the NAJA plan, program and budget, the Cooperative, Preparedness and Engineering Foundation, were manpower who were purposefully selected based on criteria and theoretically saturated (25 people) and the model was extracted using a semi-structured interview tool. The validity of the study was evaluated by the reliability criterion and its reliability was evaluated by the reliability criterion.Results: 16 components and 113 indicators were extracted from the coding of comments on 8 dimensions of consumption, production, knowledge-based economy, resistance economics, proper management, justice, control and supervision, attracting people’s participation.Findings: In addition to providing a model, solutions for NAJA economy in two aspects of reducing costs and increasing revenue in NAJA in the eight dimensions of consumption, production, knowledge-based economy, resistance economics, good management, justice, control and supervision, attracting public participation Prioritization was given based on the criteria of necessity and available facilities for its implementation
