شناخت منظومه فکری مقام معظم رهبری درباب نقش و وظایف نیروی انتظامی و بستر شکل گیری پلیس اسلامی

زمینه و هدف : هر حکومت و دولتی برای حفظ استقلال ، امنیت و تمامیت ارضی خود نیاز به نیروی مسلح قوی ، مقتدر و سازمان‌یافته دارد. جمهوری اسلامی‌ایران نیز پس از استقرار، برای تداوم خود و دفع تهدیدات داخلی و خارجی ، نیروهای مسلحی را فراهم نموده است. مقاله حاضر، به بررسی نقش نیروی انتظامی‌در ایجاد امنیت در دولت اسلامی‌از دیدگاه مقام معظم رهبری (مدظله) به‌عنوان فرمانده کل قوا می‌پردازد. روش شناسی : این تحقیق به روش کیفی از نوع توصیفی – تبیینی با ابزار تحلیل محتوا و با مراجعه به کلیه بیانات مقام معظم رهبری از آغاز ولایت یعنی سال 1368 تا 1399، انجام شده است. یافته ها : مقام معظم رهبری در سخنان خود در طول تاریخ رهبری پربرکت خویش در نظام جمهوری اسلامی‌ایران، امنیت را نعمتی الهی و نیاز اساسی مردم و بستر پیشرفت و آرامش روانی می دانند، ایشان اولین وظیفۀ نیروی انتظامی را تامین نظم و امنیت جامعه مطابق آنچه که قانون مشخص کرده است بیان می‌دارند. نتیجه گیری : دیدگاه مقام معظم رهبری درمورد وظایف نیروی انتظامی درباب برقراری امنیت اجتماعی درقالب 17 عنوان قابل طبقه بندی است : تامین امنیت جانی ، تامین امنیت فضای مجازی ، جلوگیری از خرید و فروش اسلحه ، مقابله با فتنه ، جلب اعتماد اجتماعی ، مظهر حاکمیّت جمهوری اسلامی ، ایجاد فضای امن اجتماعی ، ایجاد امنیت اخلاقی ، کسب اقتدار قانونی ، تقویت یگان ویژه ، مبارزه با فساد و ناامنی ، اخلاق مداری ، مبارزه با متخلف و مجرم ، ایجاد و حفظ نظم و امنیت ، رافت و مهربانی با مردم ، حضور در جامعه ، حساسیت و دقت در کار. ویژگی های پلیس شایستۀ اسلامی نیز به شرح زیر است : تامین نظم و امنیت اسلامی جامعه برابر قانون ؛ ایمان، اقتدار و هوشیاری ؛ جلب اعتماد و اطمینان مردم ؛ پایبندی به اصول انقلاب و دین داری ؛ اخلاق مداری، شرافت، نجابت، امانت، پاکدامنی و پناه دل های خائف بودن

Cognition the Supreme Leader’s intellectual system regarding the role and duties of the police force AND The form of the formation of Islamic police

Every government and state needs to strong and organized armed forces to preserve its independence, security and territorial integrity. Also I.R.I, after its foundation has applied armed forces to persist and to repel the external and internal threats, the forces such as General Staff of Armed Forces of I.R.I, Army of I.R.I, Revolutionary Guard Corps, Law Enforcement Force and Ministry of Defence. The current article as the result of a research in the same field is to consider the role of Law Enforcement Force to provide security in Islamic government from the Supreme Leader point of view as the commander in chief. This research has been done by qualitative method from kind of descriptive – causal by means of content analysis and refering to all of the Supreme Leader’s statements from the beginning of the guardianship till now (1989-2019). The supreme leader, in his remarks throughout their blessed leadership in the Islamic Republic of Iran, consider security to be divine blessings and the basic need of the people and the context of psychological progress and peace. They say.The Supreme Leader’s view of law enforcement duties on social security can be classified within 17 titles: securing life, securing cyberspace, preventing arms sales, confrontation with sedition, gaining social trust, manifestation of the Islamic Republic’s sovereignty Secure social space, moral security, gaining legal authority, strengthening the special unit, combating corruption and insecurity, ethics, fighting offenders, creating and maintaining order and security, being kind and kind to the people, being in the community, sensitivity and sensitivity Accuracy at work. The characteristics of the Islamic police are also as follows: Providing the Islamic order and security of society against the law; Faith, authority and consciousness; Gain trust and confidence of people; Adhere to the principles of revolution and religion; Ethics, dignity, nobility, trust, purity and shelter of the hearts
