بررسی عوامل مدیریتی موثر بر تاخیر در اجرای طرح های عمرانی نیروی انتظامی

بخش عمده بودجه سالانه و منابع مالی کشورهای در حال توسعه برای ایجاد و اجرای پروژه‌های عمرانی مصرف می‌شود، که اجرای آنها آثار اقتصادی را بدنبال دارد. رشد یا عدم رشد شاخص‌های اقتصاد کلان، به اجرای به‌موقع یا طولانی شدن زمان بهره‌برداری از این پروژه‌های عمرانی ارتباط مستقیم دارد.این پژوهش از لحاظ هدف، کاربردی و در ردیف مطالعات توصیفی پیمایشی طبقه‌بندی می‌گردد از نظر نحوه جمع‌آوری داده‌ها کمی است. از نظر بعد زمانی نیز طرح این تحقیق پس رویدادی می‌باشد. چرا که داده‌های گردآوری شده در رابطه با رویدادهایی است که در گذشته رخ داده است. به‌منظور بررسی روایی متغیرهای چهارگانه مطرح شده در مدل تحقیق مذکور (میزان تبیین هر چهار متغیر توسط سوالات مرتبط مطرح شده در مدل تحقیق مذکور)، شیوه تحلیل عاملی تاییدی مرتبه دوم مورد استفاده قرار گرفته یافته‌های پژوهش حاضر نشان داد که عامل مدیریتی سیستم مالی، مدیریتی برنامه‌ریزی پروژه، مدیریتی سیستم کنترلی و عامل مدیریتی فنی و اجرایی بر طولانی شدن اجرای پروژه‌های عمرانی نیروی انتظامی موثر است.با توجه به مطالعات صورت گرفته و شناسایی عوامل مدیریتی تاثیرگذار، شامل متغیرهای مدیریت برنامه‌ریزی، سیستم مدیریت مالی، سیستم مدیریت کنترلی و سیستم مدیریت فنی و اجرایی بر اجرای طرح‌های عمرانی، لذا توصیه می شود اقدامات زیر برای رفع این مهم صورت پذیرد: ارتقاء بهره‌وری مدیریت منابع مالی در اجرای طرح‌های عمرانی؛ واگذاری برخی طرح‌های عمرانی به بخش غیردولتی؛ محدود نمودن تعریف طرح‌های جدید بر اساس توان مالی دولت؛ تامین به موقع و مناسب اعتبار مورد نیاز طرح‌های تعریف شونده.

Investigating the management factors affecting the delay in the implementation of law enforcement development plans

Most of the annual budgets and financial resources of developing countries are used to create and implement development projects, the implementation of which has economic consequences. The growth or nongrowth of macroeconomic indicators is directly related to the timely implementation or prolongation of the operation time of these development projects.This research is applied in terms of purpose and is classified as a descriptivesurvey study. It is quantitative in terms of data collection. In terms of time, the design of this research is postevent. Because the data collected is related to events that have occurred in the past.examine the validity of the four variables proposed in the research model the secondorder confirmatory factor analysis method was used. The findings of the present study showed that the managerial factor The financial system, project planning management, control system management and technical and executive management factor are effective in prolonging the implementation of law enforcement civil engineering projects.According to the studies and identification of effective management factors, including planning management variables, financial management system, control management system and technical and executive management system on the implementation of development projects, so the following measures are recommended to address this important issue. Accepts: Improving the productivity of financial resource management in the implementation of development projects; Assignment of some development projects to the nongovernmental sector; Limiting the definition of new projects based on the government’s financial capacity; Timely and appropriate provision of credit required for defined projects.
