فراتحلیل مطالعات تاثیر برنامه ریزی بر استقرار بودجه ریزی عملیاتی

نظام بودجه ریزی به عنوان یکی از خرده نظامهای مدیریتی و اقتصادی همواره مورد توجه دولتها و سازمانها بوده است .عوامل متعددی مانع اجرای بودجه ریزی عملیاتی در ادارات و دستگاه های اجرایی می باشد. بنابراین هدف پژوهش حاضر بررسی فراتحلیل مطالعات پیرامون تاثیر برنامه ریزی بر استقرار بودجه ریزی عملیاتی بود. روش تحقیق حاضر کمی از نوع فرا تحلیل است. جامعه آماری تحقیق، شامل71 مقاله درون مرزی است که تعداد 20 مقاله با استفاده از روش نمونه گیری غیرتصادفی هدفمند به عنوان نمونه وارد فرایند فراتحلیل شدند. پایایی شناسایی از طریق توافق داوران در انتخاب تحقیق ها و طبقه بندی آنها، پایایی کدگذاری از طریق توافق داورها در مورد استفاده از مفاهیم خاص برای کدگذاری متغیرها و پایایی سطح معنی داری و اندازه اثر از طریق توافق در محاسبات اندازه اثر در بین دو فرا تحلیل گر به دست آمد. یافته های پژوهش نشان داد از میان 4 متغییر و 49 اندازه اثر، )اندازه اثرها بین 0.1-0.3،0.3-0.5،0.5بودند و به ترتیب کم، متوسط و زیاد فرض شد (سهم عوامل فنی و فرآیندی با میانگین اندازه اثر 0.58 برای استقرار بودجه ریزی عملیاتی پررنگ تر بود . عوامل محیطی با میانگین اندازه اثر 0.53 و عوامل انسانی با میانگین اندازه اثر 0.51 و عوامل ساختاری با میانگین اندازه اثر 0.47 به ترتیب الویت اول تا چهارم بدست آمد. متغیرهای فنی و فرآیندی ، محیطی، انسانی، ساختاری از عوامل برنامه ریزی برای استقرار بودجه ریزی عملیاتی بودند.

Metaanalysis of studies on the effect of planningOn the establishment of operational budgeting

operational budgeting in administration and executive agencies. therefore, the purpose of this study was to investigate the meta analysis of studies on the impact of planning indicators on the planning of operational budgeting. The method of this study is quantitative of meta analysis. the statistical population of the research consisted of 71 domestic articles, in which 20 articles were analyzed using purposeful sampling sampling method as a sample of Meta – analysis. Reliability identified through the judges ’consensus on the choice of research and their classification, the validity of coding through the judges’ consensus on the use of specific concepts for the coding of variables and the magnitude of the work through an agreement in the measurements of the effect size among the meta analyses. the results showed that between 4 variables and 49 of the effect size, the effects is assumed to be 0.13.3, 0.30.5, 0.5 and more, respectively, low, medium and high.Also the contribution of technical and process factors with the mean size of the effect size of 0.58 for the deployment of operational budgeting was clearer. environmental factors with an average effect size of 0.53 and human factors were obtained with mean size of 51 and structural factors with average effect size of 0.47 respectively.
