الگوی مداخلات توسعه سازمانی پلیس مبتنی بر جریان اطلاعات

مقدمه: در عصر حاضر با پیشرفت فناوری‌های ارتباطی و اطلاعاتی، بالاخص در سازمان‌های امنیتی و انتظامی، دانستن، مزیتی بسیار بزرگ و ندانستن، ضعفی جبران‌ناپذیر خواهد بود. بدیهی است در فرایندهای توسعه‌ سازمانی مبتنی بر اطلاعات، جریان اطلاعات و دانش مولفه‌ای کلیدی در راهبرد توسعه‌ای تلقی می‌شود. لذا هدف از انجام این پژوهش، ارائه الگوی مداخلات توسعه سازمانی پلیس مبتنی بر اطلاعات و دانش انتظامی، فناوری و نوآوری متناسب با شرایط و پتانسیل‌های ویژه پلیس می‌باشد. روش: این مقاله با بررسی و تلفیق دو گرایش از حوزه مطالعاتی با روش کتابخانه‌ای و اسنادی و مصاحبه عمیق به رشته تحریر در آمده که با بهره جستن از اسناد بالادستی، نظرات خبرگان، منابع معتبر علمی و تجربی نسبت به طراحی و ارائه الگوی پیشنهادی اقدام شده است. جامعه و نمونه آماری نیز از گروه نخبگان در سطح مدیران عالی انتظامی به تعداد 15 نفر برای مصاحبه عمیق درراستای کشف مولفه‌ها و شاخص‌های مدل انتخاب شدند.یافته‌ها: نتایج پژوهش‌ محققین در فرجام یافته‌های خود حاکیست؛ در مجموع هریک از مولفه‌های ایجاد محیط نوآوری، تسخیر اطلاعات، به اشتراک‌گذاری اطلاعات، ایجاد دانش و اجرای دانش انتظامی به طور مستقیم بر هریک از مداخلات توسعه سازمانی (مشتمل بر مداخلات بین فردی، مداخلات گروهی، مداخلات بین گروهی، مداخلات تغییر ساختار، مداخلات طراحی سیستم، مداخلات tqm و مداخلات جامع) تاثیر می‌گذارد.

Model of Interventions of Police Organizational Development Based on Information Flow

In the present time, with the advancement of communication and information technologies, especially in security and law enforcement agencies, knowing, is a huge advantage and ignorance, will be irreversible weaknesses. Obviously, in knowledgebased enterprise development processes, knowledge and information flow is considered to be key components of the development strategy. Therefore, the purpose of this research is to provide a model of law enforcement knowledge flow, technology and innovation tailored to the specific conditions and potentials for organizational development in the police.This article has been written and reviewed by combining two trends from the field of studies with library and documentary methods and by using the upstream documents, expert opinions, authoritative scientific and empirical sources, is designed and presented the proposed model. The society and the statistical sample were selected from the elite group at the level of highlevel law enforcement officers, 15 people for depth interviewing in order to explore the components and model indices.The research results of the researchers are in the conclusion of their findings: In general, each of the components of law enforcement information and knowledge flow (including the creation of an innovation environment, the capture of law enforcement information, information sharing, knowledge creation and execution of law enforcement knowledge) directly affects each of the organizational development interventions and it is necessary to carry out the next study through the survey to explain the validity of the proposed model and determine the impact of each of the components on each other.
