نوآوری باز و مشارکت اجتماعی: مطالعه‌ای در حوزه امنیت عمومی کشور برزیل

فرهنگ عدم پذیرش مشارکت‌های اجتماعی در تصمیم‌گیری‌های دولتی کشور برزیل، گاهاً دلیلی است بر اینکه تصمیمات مسئولان فاقد اثربخشی لازم بوده و مشکلات را بصورت پایه‌ای حل نکند. با این وجود، با فراگیر شدن بسترهای فناوری اطلاعات و ارتباطات، این امکان برای شهروندان فراهم آمده است تا با استفاده از الگوهای نوآوری باز در فرایندهای تصمیم‌سازی دولت مشارکت داده شوند. تحقیق حاضر مطالعه ای کیفی و کمی است و به مطالعه موردی گردان هشتم پلیس ایالت میناس گراس کشر برزیل می‌پردازد. در این پژوهش الگوی جایزه برتر برای امنیت شهر تشریح شده است. نتایج حاصل از پیاده‌سازی و اجرای الگو این امکان را برای پلیس متصوّر ساخته تا ضمن شناسایی نیازهای محلی و منطقه‌ای، ایده‌های مردم برای حل مسائل امنیتی را گردآوری و پس از ارزیابی راهبردهای جدید ارتقای امنیت عمومی به بهترین ایده‌ها پاداش بدهد و از این رهگذر ضمن تولید دانش جمعی، تشریک مساعی شبکه‌ای را ترویج دهد.

Open Innovation and Social Participation:A Case Study in Public Security in Brazil

Abstract. In Brazil the predominant culture is not the appreciation of communityparticipation in solving local problems. However the solutions presentedby authorities are not the most efficient, and do not solve the problems. Nowadays,however, with the use of information and communication technologiesassociated with open innovation and gamification, citizens began to activelyparticipate in decisionmaking processes of government. In this context, thisstudy aims to describe the project of the 8th State Police Battalion of MinasGerais, in Brazil, entitled Prêmio Ideia Cidade Segura (Safe City Idea Prize).Through a qualitative and quantitative research, in which we used the case studymethod, it was found that the project allowed the Police to evaluate newstrategies applied to public safety (crowdstorming), to know local and regionalneeds, to reward the best ideas, encouraged the production of collectiveknowledge, and also the networking collaboration. Considering the potentialcontributions of crowdstorming to promote innovations and improvements inthe public sector and its potential to engage citizens, it is suggested that theproject idea should be replicated in other parts of Brazil.
