تدوین نقشه راهبردی مدیریت یکپارچه شهری در کلان شهرهای ایران (مطالعه موردی: کلان شهر تهران)

مقدمه: مدیریت یکپارچه شهری، از جمله مهمترین و اساسی‌ترین مسائل قابل تامل و بررسی در عرصه‌ی مدیریت های کلان شهری به شمار می‌رود. علی‌رغم آنکه بیش از 100 سال از برخورداری شهر تهران از نظام مدیریت شهری به سبک مدرن می‌گذرد، اما به دلیل غلبه رویکرد تمرکزطلبانه دولت در اداره شهرها، شهرداری‌ها و شوراها همچنان از جهت وظیفه تصمیم‌گیری و سیاست‌گذاری شهری از استقلال مناسبی برخوردار نیست. لذا توجه و تبیین این مسئله از مهمترین مسائلی به شمار می رود که با توجه به رشد و گسترش کالبدی – فضایی و جمعیتی و نیز تعدد و پیچیدگی مسائل و چالش‌های شهر تهران، ضروری می نماید. هدف:این نوشتار با هدف برنامه‌ریزی راهبردی مدیریت یکپارچه شهری در کلانشهر تهران با قیاس تطبیقی و با تکیه بر مدل برنامه‌ریزی راهبردی meta-swot انجام گرفته است. روش شناسی تحقیق:پژوهش حاضر از نظر روش‌، توصیفی- تحلیلی و از لحاظ هدف‌گذاری‌ کاربردی می‌باشد. روش جمع‌آوری داده‌ها به صورت کتابخانه‌ای و پیمایشی بوده است.قلمرو جغرافیایی پژوهش: قلمرو جغرافیایی این پژوهش کلانشهر تهران است. یافته ها: یافته های این پژوهش نشان داد عامل های اصلاح قوانین مدیریت شهری، یکپارچه نمودن همه بازیگران عرصه مدیریت شهری و مدیریت کلی گرا به شهر به ترتیب با کسب امتیازهای 0/98،0/98 و 0/84 باید در جهت برنامه ریزی راهبردی مدیریت یکپارچه شهری در تهران باید در صدر اقدامات اجرایی باشد.نتایج: نتایج بررسی عوامل خارجی محیطی که نشان می‌دهد مولفه‌های ناشناخته ماندن نگرش یکپارچه در مدیریت شهری، عدم تفکیک رهبری سیاسی از مدیریت تخصصی و نبود یا ضعف ساز و کارهای تقویت ارتباطات سازمانی نشانگر میزان تاثیر عوامل کلان محیطی است. براساس بررسی های صورت گرفته مناطق شمالی کمترین و مناطق جنوبی کلانشهر تهران بیشترین میزان ناهماهنگی را دارند. بنابراین متناسب با رشد شهرنشینی در تهران فقدان شکل گیری مدیریت یکپارچه شهری بوجود آمده است.

compilation of a strategic map of integrated urban management in the metropolises of iran (case study: tehran metropolis)

introduction: integrated urban management is one of the most important and basic issues to consider and investigatein the field of metropolitan management. despite the fact that more than 100 years have passed since the city oftehran enjoyed a modern-style urban management system, due to the dominance of the centralist approach of thegovernment in the administration of cities, municipalities and councils still do not have proper independence in termsof decision-making and urban policy-making. therefore, the attention and explanation of this issue is considered oneof the most important issues, which is necessary considering the physical-spatial and demographic growth andexpansion, as well as the multiplicity and complexity of the issues and challenges of the city of tehran.research aim: this article is done with the purpose of strategic planning of integrated urban management in tehranmetropolis with comparative comparison and relying on meta-swot strategic planning model.methodology: the current research is descriptive-analytical in terms of method and practical in terms of targeting.the data collection method was library and survey.results: the findings of this research showed that the factors of reforming urban management laws, integrating allactors in the field of urban management and overall management to the city with scores of 0.98, 0.98 and 84respectively. 0 it should be at the top of executive measures in the direction of strategic planning of integrated urbanmanagement in tehran.conclusion: the results of the investigation of external environmental factors which show that theunknown components of an integrated approach in urban management, the lack of separation of politicalleadership from specialized management, and the absence or weakness of organizational communicationstrengthening mechanisms indicate the impact of macro environmental factors. according to the surveys,the northern areas have the least and the southern areas of tehran metropolis have the highest amount ofinconsistency. therefore, in accordance with the growth of urbanization in tehran, there is a lack offormation of integrated urban management.
