تحلیل عوامل موثر در مشارکت روستائیان در تهیه و اجرای طرح هادی با تاکید بر سرمایه اجتماعی (مطالعه موردی: استان زنجان)

مقدمه: مشارکت مردمی به‌عنوان حلقه مفقوده برنامه‌های توسعه روستایی موردنظر محققان بوده و توجه ویژه‌ای به ارتقای کمی و کیفی سطح مشارکت فعال مردم شده است. طرح هادی در نواحی روستایی باانگیزه‌های اقتصادی، کالبدی، اجتماعی و فرهنگی اجراشده است و با توجه به اثرگذاری بالای این طرح بر زندگی روستاییان، ارزیابی عوامل موثر در مشارکت روستائیان در تهیه و اجرای آن ضرورت دارد.هدف: در همین راستا در تحقیق حاضر به شناسایی عوامل موثر در مشارکت مردم در تهیه و اجرای طرح هادی پرداخته می‌شود.روش‌شناسی تحقیق: تحقیق حاضر از نظر نوع کاربردی و از نظر ماهیت توصیفی تحلیلی می باشد. جهت گردآوری اطلاعات از روش‌های کتابخانه‌ای و میدانی (پرسشنامه)  و برای تحلیل اطلاعات از تحلیل عاملی اکتشافی استفاده‌شده است. جامعه اماری تحقیق حاضر شامل روستاهای روستاهای چیر، گلابرسفلی، چسب و سارمساقلو  استان زنجان می‌باشند که بر مبنای نظرات بنیاد مسکن استان زنجان به عنوان جامعه آماری انتخاب شدند.قلمرو جغرافیایی پژوهش: روستاهای روستاهای چیر، گلابرسفلی، چسب و سارمساقلو  استان زنجان می‌باشند.یافته‌ها و بحث: یافته‌های تحقیق نشان می‌دهد، عامل اثرات اقتصادی طرح مهم‌ترین عامل موثر در مشارکت روستائیان است. مقدار ویژه این عامل 17.654 می‌باشد که به‌تنهایی قادر است 34.321 درصد واریانس را محاسبه و توضیح دهد. در این عامل 8 متغیر بارگذاری شده است.نتایج: از میان 8 متغیر موردبررسی در این عامل متغیر افزایش واحدهای کارگاهی و صنعتی کوچک درون روستا با بار عاملی 0.844، متغیر میزان گسترش مراکز خدماتی تجاری در درون روستا با بار عاملی 0.803 و متغیر عدم میزان اشتغال غیر کشاورزی در واحدهای درون روستا  با بار عاملی 0.733 به‌عنوان مهم‌ترین عوامل موثر در مشارکت روستائیان در تهیه و اجرای طرح هادی شناخته شد.

Investigating the Factors Affecting the Rural Participation in Preparing and Implementing the Guiding Plan with Emphasis on Social Capital,Case Study: Zanjan Province

Public participation as a missing link in rural development programs has been the focus of researchers and special attention has been paid to promoting the level of active public participation. The guiding plan has been implemented in rural areas with economic, physical, social and cultural incentives and due to its high impact on rural life, it is necessary to evaluate the effective factors of rural participation in its preparation and implementation. In this regard, the present study identifies the effective factors in people’s participation in the preparation and implementation of the guiding plan. The statistical population of the present study consists of the villages of Chiar, gholabarsofla, Chesb and Sarmasaghlu selected based on the experts’ view of Zanjan Housing Foundation. Library and field methods (questionnaire) were used for data collection and exploratory factor analysis was used for data analysis. Research findings show that the economic impact of the project is the most important factor affecting the participation of the villagers. The specific value of this factor is 17.654 which alone can calculate and explain 34.321% of the variance. This variable has 8 variables loaded. Among the 8 variables studied in this factor, increase in small workshop and industrial units with a factor of 0.844, variable rate of expansion of invillage commercial service centers with a factor of 0.803, and nonagricultural nonemployment in factor with a factor of 0.844. 0.733 was identified as the most important factor affecting the rural participation in the preparation and implementation of the guiding plan
