ارزیابی و رتبه‌بندی شکوفایی شهری محلات منطقه 18 شهرداری تهران

مقدمه: شکوفایی شهری بطور رسمی در سال 2012 توسط برنامه اسکان بشر ملل متحد مطرح شد و دارای شش بعد بهره وری، زیرساخت‌ها، کیفیت زندگی، عدالت و شمول اجتماعی، پایداری محیط زیستی و حکمروایی و قانون‌گذاری و شصت و چهار شاخص می‌باشد. با توجه به این‌که توسعه مشترک و متوازن از ویژگی‌های مهم شکوفایی است، این اتفاق باید در کلیه این ابعاد و کارکردهای شهری صورت ‌پذیرد.هدف:  هدف این پژوهش، بررسی و سطح‌بندی محلات آن منطقه بر اساس شاخص‌های شکوفایی شهری است.روش شناسی تحقیق: در این پژوهش از مطالعات کتابخانه‌ای برای تعیین شاخص‌های شکوفایی شهری و از روش میدانی برای شناخت وضعیت آن‌ها در محلات آن منطقه استفاده شده است. برای تحلیل داده و اطلاعات این پژوهش و ارزیابی و رتبه‌بندی محلات آن منطقه از نظر شاخص‌های شکوفایی شهری از مدل تاکسونومی عددی و نرم‌افزارهای ‌arc gis،spss  و excel استفاده شده است.قلمرو جغرافیایی پژوهش: منطقه 18 شهرداری تهران به عنوان یکی از مناطق حاشیه‌ای این شهر با گسترش بی‌رویه و پراکنده، تخریب و افزایش آلودگی محیط زیست، کم‌توجهی به بهسازی و نوسازی بافت‌های ناکارآمد و مسئله‌دار، افزایش هزینه‌ خدمات و گسترش حاشیه‌نشینی و فقر مواجه می‌باشد و از شکوفایی مناسبی برخوردار نیست.یافته ها و بحث: نتایج این پژوهش نشان می دهد که محدوده این پژوهش از نظر شکوفایی شهری در شرایط نامناسبی قرار دارد و این وضعیت در محلات مختلف آن متفاوت است. این شرایط از فقدان سیاست‌ و برنامه‌های تعادل‌بخشی فضایی توسعه و شکوفایی محلات آن محدوده ناشی شده است. برای شکوفایی محلات آن محدوده، تهیه و اجرای برنامه یکپارچه موضوعی و موضعی شکوفایی با مشارکت شهروندان ضروری است.

Evaluation and Ranking of Urban Neighborhoods Prosperity of District 18 of Tehran Municipality

Urban prosperity was formally introduced in 2012 by the UNHabitat Program. This concept includes six dimensions of productivity, infrastructure, quality of life, equity and social inclusion, environmental sustainability and governance and legislation. District 18 of Tehran municipality is faced with sprawl development, destruction and increase of environmental pollution, lack of attention to the urban renewal, decay texture, increased cost of services and expansion of informal settlement and poverty. Sadeghiyeh neighborhood has undergone social, cultural, economic and physical degradation in recent years. In this study, neighborhoods of this District were surveyed and ranked based on urban prosperity indices. In this research, library and documentary study was used to formulate the theoretical framework and to determine indicators, field observation was used to identify the status of objective indexes, and a questionnaire was used to identify the state of subjective indexes of urban prosperity. Numerical taxonomy model and ARC GIS, SPSS and EXCEL were used to analyze this data and information and final evaluation of the flourishing indices of these neighborhoods. The results of the research show that the study area has so far not enjoyed prosperous policies and programs and the establishment of spatial and service justice. In addition to preparing this plan, this damage necessitates a rethinking of the planning and executive measures of the area. One of the most important aspects of this review is the thematic and local comprehensiveness of the region’s prosperity and districts and to attract inclusive participation of citizen from the policymaking stage to the implementation.
