Abstract
this study adopts a historical (diachronic) approach to examine the quranic term &sulṭān.& derived from the root &s-l-ṭ,& the term appears thirty-seven times in the quran. the research explores cognates of the word in other semitic languages, as well as its usage in pre-quranic texts—including judeo-christian scriptures in aramaic, hebrew, and syriac—alongside classical arabic poetry. the findings reveal that the core meaning of &sulṭān& across semitic languages is fundamentally tied to power, encompassing concepts such as authority, dominion, kingship, and rulership. through metaphorical extensions, the term has also acquired additional meanings, including permission, authorization, and right. given that the quranic usage of &sulṭān& often intertwines these layered meanings, this study proposes the persian equivalent &dastūr& (command/authorization) as a suitable translation, as it similarly encapsulates the term’s semantic breadth. however, in quranic verses where only one specific aspect of meaning is emphasized, alternative renderings such as &dominance,& &permission,& or &right& may be more precise
