نگاهی به منصب امیرنظام در دوره ی قاجار

القاب و عناوین یکی از مهم‌ترین شاخص‌های شناخت ساختار دیوانسالاری است. القاب و عناوین سیاسی، نظامی، اداری و مالی و درک و فهم آنها در تاثیرگذاری و تاثیرپذیری تحولات سیاسی، اجتماعی و اقتصادی، جریانی دوسویه است که باید در بازکاوی تاریخ اجتماعی و اداری ایران به آن توجه داشت. دستگاه دیوانسالاری قاجار، یک دستگاه عریض و طویل بود که القاب و عناوین این دستگاه، وجه‌ تسمیه و کارکردهای ویژه‌ای داشتند. یکی از عناوین و القاب خاص عصر قاجار، منصب «امیرنظام» بود. این عنوان از عناوین نظامی جدید در ساختار ارتش تازه پاگرفتۀ صدر قاجار بود که با فراز و فرود و تغییراتی در عصر قاجار مواجه شد. ضرورت‌های خاص جامعۀ آن روز، به تغییر کارکرد امیرنظام از یک منصب نظامی به منصبی اداری منجر شد. تحولات دوره میانۀ قاجار نیز امیرنظام را از مقامی بلندپایه به یک لقب تشریفاتیِ صرف کاهش داد. در این مقاله به بررسی چرایی و ضرورت‌های ایجاد این منصب با نگاهی به شخصیت‌های دارندۀ این منصب، وظایف و کارکردهای آن پرداخته شده است.

A Look at the Office of the Amir Nizam in the Qajar Period

Titles are one of the most important indicators of recognizing bureaucratic structure. The titles of political, military, administrative, and financial issues and their understanding of the impact of political, social, and economic developments are a doublesided process that should be taken into account in reexamining Iran’s social and administrative history. The Qajar bureaucracy was a wide range system, and the titles in this office had special appellation and functions. One of the special titles of the Qajar era was the office of Amir Nizam”. This title was one of the new military titles in the structure of the newly emerged Qajar Army that faced ups and downs and changes in the Qajar era. The specific needs of the society of that time led to the change of function of the Amir Nizam from military to administrative. The developments of the MidQajar era also reduced the Amir Nizam from a high official to a mere ceremonial nickname. This article examines the reasons and the necessities of this office, looking at the personalities of the holders, duties, and functions of this office.
