بررسی کارکردِ اقتصادی بنیاد پهلوی

محمدرضاشاه پهلوی در سال 1337ش بنیاد پهلوی را تاسیس کرد. این بنیاد در مدت بیست سال فعالیت خود(1337-1357) در ظاهر سازمانی خیریه بود که تنها برای تامین مالی اهداف خیریۀ شاه به فعالیت اقتصادی می پرداخت، اما در واقع سازمان اقتصادی ای بود که در حوزه های مختلف اقتصادی سرمایه‌گذاری‌های گسترده ای انجام می داد.تاکنون پژوهش های انجام شده دلیلِ این سرمایه گذاری های گسترده را ثروت اندوزی شاه از طریق پوشش خیریۀ این بنیاد دانسته اند. اما این پژوهش با روش توصیفی تحلیلی و تکیه بر منابع اسنادی و کتابخانه‌ای نشان داده است که شاه به‌جز انگیزه مزبور، از طریق بنیاد پهلوی قصد مداخله، هدایت و تقویت جریان توسعه اقتصادی و صنعتی را داشته است. جریان مزبور جریانی در بین شاه و سیاست گذاران اقتصادی حکومت پهلوی از نیمۀ دوم دهه 1330ش به بعد بود که بر توسعۀ سریعِ اقتصادی و صنعتی تاکید داشت. پژوهش حاضر به بررسی چگونگی و چرایی مداخلۀ شاه در این جریان از طریق بنیاد پهلوی، که در این پژوهش «کارکرد اقتصادی» بنیاد پهلوی نام گرفته است، پرداخته است. سوال اصلی مقالۀ حاضر این است که به جز عامل مالی(ثروت اندوزی)، چه عاملی مبیّن سرمایه‌گذاری ها و فعالیت های گستردۀ بنیاد پهلوی در حوزۀ اقتصادی است؟ براساس یافته های این پژوهش، شاه با این سرمایه گذاری ها، از بنیادِ در واقع اقتصادیِ پهلوی به‌مثابه ابزاری برای تحقق هرچه سریع ‌ترِ برنامه های بلندپروازانۀ اقتصادی و صنعتی خود و تقویت و پشتیبانی از سیاست‏ های اقتصادی حکومت خود در حوزه های بانک داری، صنعت و معدن، بازرگانی دریایی، توریسم و مسکن در دو دهۀ 1340 و 1350ش بهره ‏برداری کرده است.

Investigating the Economic Function of the Pahlavi Foundation

Mohammad Reza Shah Pahlavi founded the Pahlavi Foundation in 1957. During the twenty years of activity (19571979), the Foundation was apparently a charitable organization that was investing in economics only for financing Shah’s charitable purposes. But it was actually an economic organization that was investing extensively in various economic areas. Researches, so far, have introduced the reason for these investments the accumulation of wealth by the Shah through the Foundation’s charity appearance. This research, using descriptiveanalytical method and documentary and library resources, showed except for the reason mentioned above, Shah has intended to intervene, guide and reinforce the policy of economic and industrial development through the Foundation. The policy, which starts from the second half of the 1950s, was between Shah and Pahlavi economic policymakers which emphasized the rapid economic and industrial development. The present research has investigated how and why the Shah intervened in this policy through the Foundation; in this paper, this intervention is named the "economic function" of the Pahlavi Foundation. The main question of this article is this: except financial factor (accumulation of wealth), what factor explains the Pahlavi Foundation’s extensive investments and activities in the economic fields? Based on the findings of this research, Shah has exploited the Pahlavi Foundation as a tool for the realization of ambitious programs, and strengthening and supports his government’s economic policies in fields of banking, industry, maritime commerce, tourism and housing in the 1960s and 1970s.
