احصاء نظام مسائل اشتغال و توانمندسازی زنان سرپرست خانوار

در سال های اخیر بر تعداد زنان سرپرستخانوار افزوده شده است و مشکلاتی که این زنان و خانواده هایشان با آن رو برو هستند موجب شده سیاست گذاران و نهادهای حمایتی به امر اشتغال و توانمندسازی زنان سرپرست خانوار توجه ویژه‌ای مبذول دارند. هر نوع مداخله اثربخشی نیازمند شناسایی چالش ها و مسائلی است که در این مسیر وجود دارد و مانع از اثربخشی اقدامات و حمایت‌ها می گردد. به این منظور با استفاده از روش فراترکیبِ اسناد این حوزه (66 سند پژوهشی و رسمی) تحلیل و سپس مصاحبه عمیق با مطلعین و ذینفعان در سه سطح خرد (زنان سرپرست خانوار) ، میانه (مددکاران) و کلان (مدیران و تصمیم‌گیران) (24 نفر) انجام شد و تجزیه و تحلیل داده‌ها از طریق تحلیل مضمون صورت پذیرفت. یافته‌های بررسی انجام شده نشان داد در چهار حوزه بسترهای آسیب زا، انواع سرمایه‌های معیشتی، فرایندها و ساختارها و استراتژی‌های معیشتی زنان سرپرست خانوار چالش‌ها و مسائل متعددی وجود دارد که مانع از آن می‌شود که مداخلات حوزه اشتغال و توانمندسازی از اثربخشی لازم برخوردار باشد. اعتبار و روایی پاسخ‌ها مورد بررسی قرار گرفت و تائید شد. در مجموع بر اساس یافته‌های فراترکیب و مصاحبه‌های عمیق 24 چالش عمده و 104 مسئله در این چهارحوزه شناسایی شد.

examining issues and challenges of employment and empowering female-headed household

the number of female-headed households has risen in recent years in iran and the difficulties that these women and their families encounter have prompted politicians and organizations to pay special attention to the employment and empowerment of female-headed households. for this purpose, using the meta synthesis method of the documents in this field ( 66 research and official documents ), analysis and then in-depth interviews with informants and stakeholders at three levels of the micro ( female-headed households ), medium ( social worker), and macro ( managers and decision makers) were carried out. 24 people were interviewed at different levels of this research. thematic analysis was then used to analyze the data. the findings in the four areas of vulnerability context, types of livelihood assets, processes and structures, and livelihood strategies of female-headed households reveal that there are many challenges and issues that prevent interventions in the area of employment and empowerment from being as effective as they should be. the validity and reliability of the answers were checked and confirmed. based on meta synthesis and in-depth interview findings, 24 significant challenges and 104 issues were identified in these four areas.keywords: female-headed households, empowerment, employment, economic empowerment, social protection
