رابطه‌ بودجه دولتی و توسعه‌ی اقتصادی-اجتماعی استان‌های کشور

مساله مرکزی مکتوب حاضر مطالعه‌ی نسبت بودجه سرمایه‌ای دولت با سطح توسعه‌ی استان‌های کشور است. از این منظر با مرور معرفی بنیان‌های مفهومی، اهمیت توسعه‌ی متوازن منطقه‌ای توجیه می‌شود. معیارهای تخصیص بودجه در کشورهای مختلف مرور شده و گونه‌ی مناسب کشور ایران معرفی می‌شود. روش مطالعه تاکسونومی و طبقه‌بندی وضع موجود بر اساس شاخص‌های ساخته‌شده از داده‌های موجود است. با ترکیب شاخص‌ها رتبه توسعه‌ای هر استان استخراج شده و رتبه استحقاقی آن از بودجه سرمایه‌ای نیز محاسبه می‌شود. نتیجه تحقیق حاکی است، تخصیص بودجه سرمایه‌ای استانی بر اساس میزان توسعه‌نیافتگی استان‌ها نبوده و فرایند بودجه در ایران در جهت کاهش نابرابری و شکاف منطقه‌ای نیست. در کنار سایر عوامل از جمله مختصات منطقه‌ای، بودجه نقش مهمی در توسعه‌ی زیرساخت و جذب سرمایه‌گذاری و تشکیل بازار منطقه‌ای دارد. توسعه‌ی متوازن که ضامن ثبات و امنیت است مستلزم تخصیص برابرانه بودجه به عنوان ضرورت ملی و تکلیف قانونی دولت است.ر کنار سایر عوامل از جمله مختصات منطقه‌ای، بودجه نقش مهمی در توسعه‌ی زیرساخت و جذب سرمایه‌گذاری و تشکیل بازار منطقه‌ای دارد. توسعه‌ی متوازن که ضامن ثبات و امنیت است مستلزم تخصیص برابرانه بودجه به عنوان ضرورت ملی و تکلیف قانونی دولت است.ر کنار سایر عوامل از جمله مختصات منطقه‌ای، بودجه نقش مهمی در توسعه‌ی زیرساخت و جذب سرمایه‌گذاری و تشکیل بازار منطقه‌ای دارد. توسعه‌ی متوازن که ضامن ثبات و امنیت است مستلزم تخصیص برابرانه بودجه

government budget and socio-economic development in iran proviences

the central issue of this paper is the study of the ratio of the budget allocation of the government with the level of development of the provinces of iran. from this point of view, the importance of balanced regional development is justified by reviewing and introduction of conceptual foundations. the budget allocation criteria in different countries are reviewed and the suitable type of iran is introduced. the method of study is taxonomy and classification of the existing situation based on indicators made from existing data. by combining the indicators, the development rank of each province is extracted and its entitlement rank is also calculated from the government budget. the result of the research indicates that the provincial budget allocation is not based on the degree of underdevelopment of the provinces and the budget process in iran is not aimed at reducing inequality and regional gap. along with other factors including regional coordinates, the budget plays an important role in infrastructure development and investment attraction and regional market formation. balanced development that guarantees stability and security requires equal budget allocation as a national necessity and a legal duty of the government.balanced development that guarantees stability and security requires equal budget allocation as a national necessity and a legal duty of the government.
