تحلیل داده‌بنیاد چالش‌های تامین اجتماعی اتباع بیگانه مراجعه‌کننده به اداره کل تامین اجتماعی غرب تهران بزرگ

تامین اجتماعی مهاجران و اتباع پس از ورود به جامعه ایران، چالش های برای آنها و سازمان تامین اجتماعی ایجاد کرده است.ازاین‌رو، مطالعه حاضرباهدف بررسی چالشهای تامین اجتماعی اتباع در غرب تهران انجام ‌گرفته است.روش تحقیق کیفی و جامعه مورد مطالعه کلیه‌ اتباع مراجعه کننده به اداره کل تامین اجتماعی غرب تهران بزرگ بودند.افراد نمونه به شیوه‌ «هدفمند»و«نظری» انتخاب شدند که بعد از مصاحبه با 50 نفر از آنها اشباع نظری حاصل شد.با تحلیل داده‌ها و تجزیه داده‌ها،425 کد اولیه،97 مقوله فرع و 14مقوله اصلی استخراج شد.پدیده‌ محوری«فقر دانشی از قوانین و خدمات» تامین اجتماعی است.شرایط علی حاکم بر پدیده محوری»سلب امتیازات حقوق کارگری/کارفرمایی،سستی منزلت شغلی و ابهام در وضعیت ماندگاری» هستند. زمینه‌های موجود نیز «ناهمسانی در ارائه خدمات بیمه‌ای، ضعف تمکن مالی اتباع و سختگیری قوانین مهاجرتی» هستند که تحت تاثیر شرایط مداخله‌گرِ «ضعف ارزیابی/عملکرد سازمان تامین اجتماعی، حس فرودستی و خودپنداره منفی تبعه‌بودن و سیاست زدگی ارزیابی‌های کارشناسانه» پدیده محوری را متاثر می‌سازند. راهبردهای اتخاذه‌شده از سوی اتباع، «ارتباطات و کنش‌های هم ارز و سیاست امنیت بقاء» هستند که با پیامدهای همچون «انطباق‌ناپذیری اتباع/قوانین، یکسان‌انگاری حمایت و تامین اجتماعی و هویت‌بخشی به اتباع» همراه هستند. نتایج این مطالعه نشان می‌دهد که توجه به ارزیابی/عملکرد سازمان‌های ذیربط در جهت رفع تبعیض نسبت به اتباع و ارائه بسته‌های دانشی به منظور ارتقای آگاهی آنها از حقوق و مقررات تامین اجتماعی می‌تواند بخشی از چالش‌های آنها را رفع کند.

analysis grounded theory the social security challenges of foreign nationals referred to the general office of social security west of greater tehran

social security of immigrants and citizens after entering the iranian society has created challenges for them and the social security organization.therefore.qualitative research method and the study population were all citizens referring to the general department of social security in west tehran.the sample was selected in a &targeted& and &theoretical& way, which after interviewing 50 of them, the theoretical saturation was obtained.by analyzing the data and analyzing the data, 425 primary codes, 97 sub categories and 14 main categories were extracted.the central phenomenon of&poverty of knowledge of laws and services&is social security.the causal conditions governing the central phenomenon are&deprivation of labor/ employer rights, weakness of job status and ambiguity in the status quo&.existing areas are&inequality in the provision of insurance services,weak financial means of citizens and strict immigration laws&, which are influenced by the intervening conditions of&poor assessment/performance of the social security organization, inferiority and negative self concept of citizenship and politics.&expert evaluations&affect the central phenomenon.strategies adopted by citizens are&equivalent communication and actions and survival security policy& with consequences such as&incompatibility of citizens/laws, equal protection of social security and identification of citizens.&are. the results of this study show that paying attention to the evaluation/performance of relevant organizations in order to eliminate discrimination against citizens and provide knowledge packages in order to raise their awareness of social security rights and regulations can be part of their challenges.
