چکیده
|
این مقاله به بررسی نقش فرهنگ و برنامه‌ریزی فرهنگی در توسعۀ شهری برای افزایش امنیت اجتماعی می‌پردازد. امروزه نقش فرهنگ در برنامه‌ریزی‌ها به‌خصوص برنامه‌ریزی شهری و منطقه‌ای پررنگ‌تر شده و برنامه‌ریزان شهری و منطقه‌ای نیز این ضرورت را دریافته‌اند و می‌بایست فرهنگ را در برنامۀ کار خود قرار دهند، ازاین‌رو هر نوع برنامه‌ریزی شهری و منطقه‌ای باید بحث فرهنگ و هویت فرهنگی را در برنامه کار خود قرار دهد. فرهنگ به‌عنوان یک عامل اصلی در برنامه‌ریزی، در آینده توسعه نقش و جایگاه مهمی را ایفا می‌کند، که عدم توجه به آن در برنامه‌ریزی؛ تاثیرات منفی زیادی بر جای می‌گذارد. جمع‌آوری اطلاعات بر مبنای مطالعۀ کتابخانه‌ای و اسنادی بوده و به‌صورت توصیفی-تحلیلی می‌باشد. نتیجۀ پژوهش نشان می‌دهد که روش برنامه‌ریزی و مدیریت شهری باید تغییراتی را در خود ایجاد کند و به‌جای روش‌های صرفاً کمّی و آماری و در نظر گرفتن مولفه‌های صرفاً اقتصادی و سیاسی، روش‌های کیفی هم به کار برده شود و در امر برنامه‌ریزی برای شهر و منطقه مولفه‌های فرهنگی (نیازها، ارزش‌ها و هنجارهای مردم، صنایع فرهنگی و...) در نظر گرفته شود.

Abstract
|
This paper examined the role of culture and cultural planning in urban development to increase social security. Today, the role of culture has become more tangled in planning, especially urban and regional planning, and urban and regional planners have recognized this necessity and they have to put culture in their workplaces, so any kind of Urban and regional planning should put culture and cultural identity in the agenda. Culture plays a major role as a major factor in planning for the future, with a lack of attention to it in planning a lot of negative impacts.The result of the research shows that the urban planning and management method must make changes, and instead of purely quantitative and statistical methods, and taking into account purely economic and political components, qualitative methods are used, and in Planning for the city and region are cultural components (needs, values and norms of the people, cultural industries, etc.). Data collection is based on a library and documentary study and is descriptiveanalytic.
