بررسی عوامل موثر بر توسعه‌نیافتگی استان کردستان با تاکید بر توسعه فرهنگی

یکی از ویژگی‌های کشورهای درحال‌توسعه تمرکز شدید و تعادل نامتوازن است، برای ایجاد تعادل و توسعۀ همه‌جانبه در کشور مطالعه و پژوهش درباره مناطق کمتر توسعه‌یافته جهت برنامه‌ریزی‌های آینده امری لازم و ضروری می‌باشد، این مقاله به بررسی عوامل موثر بر توسعه نیافتگی استان کردستان پرداخته است. نوع تحقیق کاربردی و روش آن تلفیقی از تحلیل محتوا و تحلیل مقایسه‌ای است. از نرم‌افزار max qda برای تحلیل محتوای مصاحبه‌های انجام‌ شده با صاحب‌نظران استان و تحلیل مقایسه‌ای آمار اخذ شده از مرکز آمار ایران در سال 1395 استفاده‌ شده است. بر اساس دیدگاه پارسونز و گرب و نظریه دولت‌محوری، تاثیر ایدئولوژی و ساختار قدرت بر خرده نظام فرهنگی و تاثیر خرده نظام فرهنگی بر خرده نظام‌های اجتماعی، سیاسی و اقتصادی، علل توسعه‌نیافتگی تبیین شده است. فرض اساسی این پژوهش که فرهنگ یک متغیر بسیار مهم در دستیابی به توسعه است، تایید گردیده است. بر اساس دیدگاه‌های نظری، توسعه فرهنگی پیش‌شرط توسعه همه‌جانبه است؛ بر اساس نتایج این پژوهش می‌توان با تاکید بر نقش دولت، ساختار قدرت و ایدئولوژی در راستای حمایت و استفاده از ظرفیت‌های قومی و بومی و تاکید بر این امر که محوریت توسعه مشارکت است. بر این اساس سیاست‌ها و برنامه‌ریزی فرهنگی در راستای مشارکت اقوام و نخبگان آن‌ها، ارتقاء شاخص‌های توسعه فرهنگی و استفاده از ظرفیت رسانه و صنایع فرهنگی از سوی نهادها، همچنین دوری از فرایندهای آسیب‌زایی مانند تبعیض و تمرکزگرایی، موجبات بهبود شاخص‌های کیفیت زندگی، افزایش سرمایه‌گذاری اقتصادی و توسعه استان کردستان را فراهم می‌آورد.

Study of Factors Influencing the Underdevelopment of Kurdistan Province by the emphasis on the Cultural Development

Abstract One of the features of the developing countries is severe concentration and imbalance. Therefore, in order to create balance and comprehensive development, it is necessary to study and research on less developed regions for the future planning. This article investigates effective factors on the underdevelopment of Kurdistan province. This research is applied in terms of type, and its method is an integration of content analysis and secondary one. In this research max QDA software was used for content analysis of interviews conducted with the experts of province and secondary analysis of statistics obtained from Iran Statistics Center. Also, underdevelopment causes was analyzed based on Parsons and Grab’s viewpoint and statecentered theory, effect of ideology and power structure on the cultural subsystem and effect of cultural subsystem on the social, political and economic subsystems. Results obtained from this research show that Kurdistan province is considered as one of the underdeveloped provinces in the country in terms of benefiting of different dimensions and indices of cultural, social, economic and political developments. Then, it is supported that the main assumption of this research is that culture is a very important variable in the access to the development. In addition, according to the theoretical perspectives, cultural development is a prerequisite of comprehensive development. According to the results of this study, one can improve indicators of life quality, increase economic investment and development of Kurdistan province emphasizing the role of state, power structure and ideology in support of the use of indigenous and ethnic capacities, the focus is on developing partnerships in all aspects. On this basis, cultural policies and planning are in line with the participation of their peoples. Institutions also avoid causing harmful processes, such as discrimination and concentration. Along with the support and use of ethnic and native capacities, policies and cultural planning along with promoting indicators of cultural development and using capacities of media and cultural industries.
