تبیین و بررسی مفهوم تاب‌آوری اجتماعی و ارزیابی تحلیلی شاخص‌‌های اندازه‌گیری آن.

در سال‌‌های اخیر به‌خصوص بعد از ایجاد بحران مالی 2008، مخاطرات و تغییرات ایجاد شده در حوزه اقتصادی بر سایر حوزه‌‌ها مثل حوزه سیاسی، زیست محیطی و مخصوصاً حوزه اجتماعی اثرگذار بوده و بر میزان آسیب‌‌ها و بحران‌‌های اجتماعی افزوده است. بر همین مبنا مباحث مربوط به مقاوم‌سازی و تاب‌آوری اجتماعی در کنار سایر نظریه‌‌ها مطرح و در مبادی نظریه و آکادمیک از جایگاه مهمی ‌برخوردار گشته است. در واقع بحث تاب‌آوری اجتماعی ‌می‌گوید زمانی یک سیستم اجتماعی تاب‌آور است که بتواند مخاطرات موقت یا دائم را جذب کرده و خود را با شرایط به‌ سرعت در حال تغییر، انطباق دهد؛ بدون از دست دادن کارکرد خود. در این مقاله سعی شده است به‌روش کتابخانه‌ای مروری بر کتب و مقالات معتبر علمی ‌که در سال‌‌های اخیر در این حوزه منتشر شده‌اند، داشته و تعاریف تاب‌آوری اجتماعی و شاخص‌‌های اندازه‌گیری این مفهوم معرفی گردد. آگاهی از مباحث، تلاش و تجارب کشور‌های دیگر در این حوزه ‌می‌تواند در سیاست‌گذاری‌‌ها، برنامه‌ریزی‌‌ها و حتی اقدامات اجرایی و ارزیابی آن‌ها مفید و موثر واقع شود.

Explaining the Concept of Social Resilience and Analyzing its Measurement Indicators Ezatollah Sam Aram[1] ,   Samaneh Mansouri[2] Received: 12/6/2017               Accepted: 26/11/2017                   Abstract In recent years, especially after the financial crisis of 2008, the dangers and changes in the economic field have affected other areas, such as the political, environmental, and especially social spheres, and have increased the magnitude of the damage and social crisis. On this basis, discussions on social strengthening and resilience have been proposed alongside the other theories and ideas; and they have been met important positions in theoretical and academic principles. In fact, the social resilience debate says that once a social system is able to absorb temporary or permanent risks and can adapt itself to rapidly changing circumstances, it is resilient. This paper, based on documentary method tries to review the valid scientific papers and books, published in recent years, in order to introduce the definitions of social resilience and the indicators for measuring this concept. Awareness of the discussions, experiences and efforts of other countries in this field and also evaluation of them can be useful and effective in policymaking, planning, and even administrative actions.
