ارائه و تبیین ارکان جهت‌ساز الگوی راهبردی رفاه عمومی، بر اساس تحلیل محتوی آرا و اندیشه‌‌های امام خمینی(ره).

تامین رفاه عمو‌می ‌تحت عنوان «سیاست‌‌های اجتماعی» از اهداف مهم نظام ‌های سیاسی است، که معمولا بر اساس مبانی ریشه‌ای و پارادایم غالب در هر نظا‌می‌تنظیم و ارائه می‌گردد. در این پژوهش علمی ‌تمرکز راهبردی بر اندیشه و آرا حضرت امام خمیتی (ره) در حوزه رفاه عمو‌می ‌شده که با نفی پارادایم مادی گرایی سوسیالیستی و لیبرالیستی، در تجربه نظام مردم‌سالاری دینی می‌تواند به‌عنوان ارکان جهت‌ساز الگوی راهبردی در حوزه رفاه عمومی، مورد استفاده نسل جدید و آینده مدیریتی کشور و همچنین سایر کشور‌‌های اسلا‌می ‌باشد. این تحقیق کاربردی و توسعه‌ای بوده و از لحاظ روشی از دسته پژوهش‌‌های آمیخته بوده که از روش تحلیل محتوا  در آرا و اندیشه‌‌های امام خمینی (ره)  با استفاده از کدگذاری باز، محوری و انتخابی در بستر نرم‌افزار maxqda بهره برده است. جامعه آماری شامل کلیه اسناد و مدارک بالادستی مرتبط با اندیشه‌‌ها، آرا، نظریات، رهنمود‌ها و تدابیر حضرت امام خمینی (ره) برای رسیدن به ارکان جهت‌ساز الگوی راهبردی (دکترین، اهداف و سیاست‌‌ها) بوده که با نمونه‌گیری نظری در حوزه رفاه عمو‌می ‌مورد بررسی بوده است. در مفصل‌بندی گفتمان امام خمینی (ره) دال مرکزی که مفاهیم و مقوله‌‌های دیگر را تحت تاثیر قرار داده، تامین عدالت در ساحت‌‌های مختلف است. سایر عناصر گفتمانی مرتبط با دال مرکزی رفع توامان نیاز‌‌های مادی و معنوی عموم، تکافل اجتماعی و استفاده از ظرفیت ‌های مرد‌می‌ و پرهیز از دخالت ‌های غیر ضرور دولت، توسعه رفاه عمو‌می ‌با اجرای برنامه مالی اسلام و ابتنا بر ظرفیت ‌های درونی نظام، ‌می‌باشد.

In this research, a strategic focus is on the thoughts of Imam Khomeini in the field of public welfare, which, by negating the socialist and liberal materialism paradigm to institutionalize religious democracy can be used as a pillar of the strategic public welfare policy for new generation and future management of the country as well as other Islamic countries. By using open, axial and selective coding in MAXQDA software. The statistical population includes all the upstream documents related to Imam Khomeini's thoughts, views, ideas, guidelines, and measures to reach directional pillars of  strategic patterns (doctrine, goals and policies) being investigated by theoretical sampling in the area of public welfare. In the articulation of Imam Khomeini's discourse, the central concept which affects other concepts and themes, is the establishment of justice in various field. Other elements of the discourse associated with the central concept are providing the material and spiritual needs of the public, preparing the use of social capacities and the avoidance of unnecessary government intervention, developing public welfare through the implementation of Islamic financial program and processing the foundation of internal capacities System.
