واکاوی نقش فرهنگ سیاسی در توسعه سیاسی کشورهای حاشیه جنوبی خلیج فارس (مطالعه موردی عربستان)

خاورمیانه نسبت به دیگر مناطق جهان سوم،ازروندهای مسلط جهانی درزمینه ی سیاسی به دورمانده است.آنچه خاورمیانه را نسبت به دیگر مناطق استثنا می سازد، نتیجه ی تجمع شماری از ویژگی های فرهنگی، قومی ومذهبی است که محیطی بسیار نامناسب ونامطلوب برای کثرت گرایی حقوقی وتوسعه سیاسی ودموکراسی فراهم آورده است.رویدادهای کنونی درمنطقه ی خاورمیانه، دیدگاهی راموجب شده است که برطبق آن، خاورمیانه درتطبیق بارونددمکراتیک شدن شتابان، بسیار کند وتاحدی مقاوم بوده است، این منطقه اساساً شاهد حکومت پیوسته رهبران اقتدارگرا بوده است. پژوهش حاضر باهدف واکاوی و شناخت نقش فرهنگ سیاسی درتوسعه سیاسی خاورمیانه به روش توصیفی تحلیل به انجام رسید. نتایج حاکی ازآن است که،تحولات سیاسی خاورمیانه طی سال های جنگ جهانی اول و دوم، متاثر از جریان های بین المللی و غربی شکل گرفت وحرکتی خودجوش ومستقل و ازدرون نبود،اما چون دموکراسی و توسعه سیاسی ودموکراتیک، نیازمند مجموعه ای از ارزش های سیاسی و جهت گیری های شهروندان مانندتعادل، تساهل، مدنیت، اثربخشی، دانش و مشارکت است، فرهنگ سیاسی عاملی مهم و اصلی در تحکیم توسعه سیاسی قلمداد می شود. فرهنگ سیاسی اکثر گروه های حاکم درمنطقه خاورمیانه، مبتنی برنگرش پاتریمونیالیستی (پادشاهی، موروثی، سنتی) است که به دلایل عمیق تاریخی و اجتماعی وروان شناسی، ریشه در »شیوه استبداد شرقی «دارد. مطابق این فرهنگ، مردم، اتباع حاکم تلقی شده و حقی برای رقابت و مشارکت سیاسی ندارند.

compared to other regions of the third world, the middle east is far from the dominant global trends in the political field.the current events in the middle east region have given rise to the view that the middle east has been very slow and somewhat resistant in adapting to the accelerated democratization process, the region has basically witnessed the continuous rule of authoritarian leaders.the results indicate that the political developments in the middle east during the years of world war i and ii were influenced by international and western currents and were not a spontaneous and independent movement from within, but because democracy and political and democratic development require a set of political values.and the orientations of citizens are such as balance, tolerance, civility, effectiveness,knowledge and participation, political culture is considered an important and main factor in the consolidation of political development. the political culture of most of the ruling groups in the middle east region is based on the patrimonialist attitude (royal, hereditary, traditional),which is rooted in the style of eastern tyranny due to deep historical, social and psychological reasons. according to this culture, people are considered sovereign citizens and have no right to compete and participate politically.
