فرایند سیاست گذاری عمومی و واکاوی علل موفقیت چین در جذب سرمایه گذاری مستقیم خارجی از دهه 1990 تا 2022 میلادی

داده های سرمایه گذاری خارجی در چین طی سه دهه گذشته نشان می دهد که میزان جذب سرمایه گذاری مستقیم خارجی در این کشور طی یک دهه یعنی از سال 1990 تا 2000 م، از رقم 3.5 میلیارد دلار به 38 میلیارد دلار افزایش پیدا کرده است و این روند افزایشی از سال 2000 تا 2022 م، ادامه داشته است. حال این پرسش قابل طرح است که علت افزایش میران جذب سرمایه گذاری مستقیم خارجی و علل موفقیت چین در طی سه دهه گذشته چیست؟ در پاسخ به این سوال، پژوهش حاضر فارغ از نگاه پژوهش های انجام شده، علت این افزایش را در عوامل اقتصادی، سیاسی، جغرافیایی، تشویقی، حمایتی و ... صرف نمی داند، بلکه نگاه را فراتر از این عوامل در نوع نگاه این کشور به مسئله سیاستگذاری عمومی می داند. بدین معنا که می توان ادعا نمود که موفقیت چین در زمینه جذب سرمایه گذاری مستقیم خارجی در سه دهه اخیر، مرهون الگوی ویژه سیاست گذاری فرایندی این کشور و اصلاح مکرر فرایندهای سیاست گذاری مرتبط با این حوزه می باشد. بنابراین، روش انجام این پژوهش با توجه به ماهیت تحلیلی مقاله، تحلیلی و استنباطی است.

data on foreign investment in china over the past three decades show that the amount of foreign direct investment in this country has increased from 3.5 billion dollars to 38 billion dollars in a decade, from 1990 to 2000. and this increasing trend has continued from 2000 to 2022 ad. now this question can be raised, what is the reason for the increase in foreign direct investment and the reasons for china's success during the last three decades? in response to this question, the current research, regardless of the research done, does not consider the cause of this increase in economic, political, geographical, encouraging, supportive, etc. factors, but looks beyond these factors in the type of this the country knows the issue of public policy. this means that it can be claimed that china's success in attracting foreign direct investment in the last three decades is due to the country's special process policy model and the frequent reform of policy processes related to this field. therefore, the method of conducting this research is analytical and inferential according to the analytical nature of the article.
