تغییر رویکرد در سیاست خارجی ترکیه: از اتحادیه اروپا به خاورمیانه

ترکیه از جمله کشورهای درحال توسعه و نوظهور است که از جهات اقتصادی و سیاسی در بین کشورهای منطقه و پیرامون موفق ظاهر گشته است. موقعیت جغرافیایی این کشور در همجواری با اروپا و خاورمیانه موجب گشته نسبت به هردو منطقه تاثیرگذاری و تاثیرپذیری متقابل داشته باشد.مسیر رشدو توسعه ترکیه به گونه‌ای بود که این کشور در پی دستیابی به استانداردهای سیاسی، اقتصادی، رفتاری و ارزشی اروپایی بود و طی سالیان گذشته همواره متقاضی پیوستن به اتحادیه اروپا بوده است. این درحالی است که امروزه شاهد آن هستیم که ترکیه مسیر دیگری را برگزیده است و با اعتنا و توجه کمتر به استانداردهای اروپایی،سعی دارد خودرا یک کنشگر فعال درخاورمیانه و شمال آفریقا بنمایاند. مقاله حاضر به دنبال چیستی این تغییر رویکرد ترکیه در فاصله سالهای 2000 تا 2020 است و این فرضیه رابا روش توصیفیتحلیلی به آزمون می‌گذارد که سیاست رهبران ترکیه بر این اساس است که باتوجه به وجود قدرت‌های بزرگ و تاثیرگذار در اتحادیه اروپا، ترکیه در بهترین شکل می‌توانست یک بازیگر درجه دوم در اروپا باشد،اما این قابلیت‌های ترکیه در خاورمیانه می‌تواند این کشور را به مهمترین بازیگر عمده و تاثیرگذار در سطح اول منطقه بشناساند ولذا در یک انتخاب استراتژیک ترکیه مسیر دوم رابرگزیده است.

Changing approach to Turkish foreign policy: From the EU to the Middle East

Turkey is one of the developing and emerging countries that has been economically and politically successful among the countries of the region.The geographical location of this country in its proximity to Europe and the Middle East, has led to a mutual impact on both regions.Turkey’s growth and development path has been such that it has sought to achieve European political, economic, behavioral and value standards, and has always applied to join the European Union over the years.Today, however,we see that Turkey has chosen a different path and, with less attention to European standards, is trying to present itself as an active player in the Middle East and North Africa. The present Study seeks the reason for this change in Turkey’s approach between 2000 and 2020 and tests the hypothesis by descriptiveanalytical method that the policy of Turkish leaders is based on the existence of great and influential powers in the European Union,Turkey could have been a secondrate player in Europe at best, but these capabilities of Turkey in the Middle East could make it one of the most important and influential players in the first level of the region, and therefore in a strategic choice,Turkey has chosen the second path.
