بیوتروریسم، سیاست مرگ و امنیت ملی

بیوتروریسم به مثابه یک رفتار ضدامنیتی، مولود فرافرآیندهای جهانی‌شدن می‌باشد که تهدیداتی برای جوامع انسانی، ساختارهای حکومت و امنیت بین‌الملل به بار می‌آورد. طبق چنین فهمی، تقدیس سیاست مرگ و گفتمان نفرت ارعاب به مثابه شالوده رفتار بیوتروریستی، باعث شد تا قرن بیست‌و‌یکم به مثابه دوران گذار از عصر اطلاعات به عصر تروریسم تلقّی شود. با توسعه مطالعات و فنون بیولوژیک، پیوند بین قدرت و دانش به یک موضوع ژانوسی بدل شد که علاوه بر مصارف پزشکی، برای اهداف سیاسی هم به کار می‌رود. هم‌افزایی کارکرد دیالکتیکی بیوتروریسم با رشد منابع مالیفنی، سازمانیلجستیکی و کاهش انزوای سیاسی ایدئولوژیک، آن را به یک پدیده استراتژیک امنیتی بدل ساخت. نگاشته جاری به تحلیل پیوند بین بیوتروریسم و امنیت به مثابه پرسش اصلی می‌پردازد. فرضیه پژوهش با تاکید بر همسبتگی منفی بین امنیت و بیوتروریسم، رشد یکی را ملازم با کاهش دیگری می‌پندارد. از این رو، تکمیل زنجیره نهادی سیاست پزشکی و فهم سیاست به مثابه پزشکی سیاسی به عنوان راهکار پیشنهادی پژوهش جاری است که با امنیتی‌سازی سلامت و پزشکی‌سازی امنیت، ضمن رشد امنیت جامعه‌ای، منجر به تکثیر نیروهای اجتماعی سلامت در سیاست بین‌الملل می‌شود. نگاشته جاری با روش تحلیلی و تئوری مسئولیت حفاظت و مدیریت منازعات به آزمون فرضیه جاری می‌پردازد.

Bioterrorism, Death Politics and National Security

As an antisecurity behavior, bioterrorism is a byproduct of globalization threatening the humanbeing societies, governmental structures and international security. prioritizing the death politics and the discourse of hatred and fear as foundation of bioterrorist behavior led to transition from information to terrorism era in the 21st century. So, the nexus between power knowledge thanks to the development of biological literatures and technologies turned to bidimensional issue functioning both for medical and political affairs. Such a dialectical professions waxing with the growth of technofinancial, logisticorganizational resources. Thus, the main question of the current paper is to analyze the relation between bioterrorism and security. By focusing on the negative relation between security and bioterrorism, the tentative hypothesis perceives the increasing of one is tantamount to decreasing of the other. So, thoroughly totalizing the institutional chain of medical politics and understanding politics as medicalization is the main suggestion of the current research in which securitization of healthy and medicalization of security will not only increase the societal security but also leading to proliferation of healthy social forces in the international politics. Finally, by employing the analytical method and functioning the conflict management and responsibility to protect, this paper will test the proposed hypothesis.
