ارزیابی موانع هم‌گرایی روابط ایران و ترکیه در دوره حزب عدالت و توسعه

پس از پایان حضور نظامیان در عرصه‌ سیاست‌ورزی ترکیه، حزب عدالت و توسعه‌ ترکیه این فرصت را به دست آورده با جلب اعتماد عمومی نزدیک به دو دهه‌ ارکان قدرت در ترکیه را در اختیار گیرد. تاریخ روابط ایران و ترکیه به‌عنوان دو همسایه‌ موثر در خاورمیانه نشان می‌دهد که روابط دو کشور همواره دارای فرازوفرودهایی بوده و هست. لذا این پرسش مطرح است که، موانع اصلی هم‌گرایی در روابط ایران و ترکیه در دوره حزب عدالت و توسعه چیست؟ این پژوهش با روش توصیفیتحلیلی می‏کوشد به سوال مذکور این‌طور پاسخ دهد که روابط ترکیه با اسرائیل، تفاوت نگرش ایران و ترکیه به بحران سوریه و رقابت منطقه‌ای دو کشور در خاورمیانه برای رهبری از موانع هم‌گرایی دو کشور است. برای تبیین این پژوهش چارچوب نظری عمل‌گرایی با تبعیت از نوواقع‌گرایی در سیاست خارجی ترکیه مدنظر گرفته‌شده است. عمل‌گرایی حزب عدالت و توسعه در سیاست خارجی نقش تعیین‌کننده‌ای در راهبردهای ترکیه و دستیابی به هدف‌های مدنظر داشته است.

Assessing the Barriers to Convergence of Iran-Turkey Relations in the AKP Period

After the military presence in Turkish politics ended, the AKP gained the opportunity to gain public trust in Turkey for nearly two decades. The history of IranTurkey relations as two effective neighbors in the Middle East shows that the relations between the two countries have always been up and down. So the question is, what are the main obstacles to the integration of Iran and Turkey in the AKP era? This descriptiveanalytical study seeks to answer this question by pointing out that Turkey’s relations with Israel, the difference between the attitude of Iran and Turkey to the Syrian crisis, and the regional rivalry of the two countries in the Middle East are leading the way in the integration of the two countries. To explain this research, a theoretical framework of pragmatism with adherence to modernism in Turkish foreign policy is considered. The AKP’s pragmatism in foreign policy has played a decisive role in Turkey’s strategies and goals.
