تعیین پیش‌ران‌های موثر بر توسعه صنایع تبدیلی و تکمیلی کشاورزی شهرستان تبریز

اهداف: هدف اصلی این تحقیق تعیین پیش‌ران‌های موثر بر توسعه صنایع تبدیلی و تکمیلی کشاورزی شهرستان تبریز بود.مواد و روش‌ها: در تحقیق‌ حاضر از روش مدل‌سازی ساختاری- تفسیری استفاده شد. این پژوهش ازنظر هدف کاربردی، از نظر گردآوری اطلاعات توصیفی- پیمایشی بود و ابزار گردآوری اطلاعات، پرسش‌نامه محقق‌ساخته با ماهیت ماتریسی بود. جامعه‌آماری تحقیق شامل 29 نفر از مدیران واحدهای صنایع تبدیلی و تکمیلی بودند. برای گردآوری اطلاعات از طریق نمونه‌گیری هدفمند، اقدام به مصاحبه با 15 نفر از مدیران واحدهای صنایع مربوطه گردید، که براساس رسیدن به اشباع تئوریک، روند جمع‌آوری داده‌ها متوقف گردید. یافته ها: بر اساس تحلیل میک مک عامل های خودگردان با میزان وابستگی و قدرت نفوذ کم شامل: سیاست های حمایتی، حمایت های بخش تحقیق و توسعه، حمایت های خاص و ترجیهی و یارانه ای، سازماندهی بازار و بازاریابی بودند. همچنین عامل های وابسته با میزان وابستگی بالا و قدرت نفوذ کم شامل: حمایت های نهادی و جهت گیری های توسعه روستایی بودند. حمایت های نهادی و جهت گیری های توسعه روستایی به دلیل ماهیت خود، تاثیرپذیری زیادی از دیگر عوامل دارد و به نوعی تابع عوامل مستقل دیگری است که در صنایع هستند. دسته دیگر عامل های مستقل با قدرت نفوذ بالا و وابستگیکم شامل: حمایت های نظام بانکی، وجود برنامه، طرح، تصمیم و اقدامات بلندمدت به جای رفتارهای مقطعی بودند. نتیجه گیری: بر اساس مولفه های مستقل: عامل های حمایت های نظام بانکی و وجود برنامه و طرح، تصمیم و اقدامات بلندمدت به جای رفتارهای مقطعی،که به عنوان عامل های کلیدی برای توسعه صنایع تبدیلی و تکمیلی تعیین شدند. پیشنهاد می گردد،منابع مالی لازم شامل )تسهیلات، اعتبارات، یارانه(، به صنایع تبدیلی و تکمیلی تخصیص یابد و همچنین نسبت به برخی مشوق های مالی همچون: نرخ بهره پایین، افزایش دوره تنفس استفاده از اعتبارات، ارائه یارانه های مشوق صادرات، اقدامات لازم معمول گردد. در رابطه با ضرورت اجرای برنامه ها، طرحها و پروژه های مرتبط با صنایع تبدیلی و تکمیلی، پیشنهادمیشود در سه قالب: برنامه های کوتاهمدت، میانمدت و بلندمدت که همه آنها دارای استراتژی واحد برای توسعه صنایع تبدیلی و تکمیلی می باشند، پیش بینی و اجرا گردند.

determining the effective driving factors on the development of agricultural conversion and complementary industries in tabriz county

objectives: the major aim of this study was to determine the effective driving factors on the development of agricultural conversion and complementary industries.materials and methods: in this study, the structural-interpretive modeling method was used. this research applied a descriptive-survey in terms of data collection. data collection tool was a researcher-made questionnaire with a matrix nature. the statistical population of the study included 29 managers of conversion and complementary industries. in order to collect information through purposive sampling, 15 managers of relevant industry units were interviewed, which based on theoretical saturation, the data collection process was stopped.results: according to micmac analysis, self-governing factors with low dependence and low influence power included: supportive policy, r&d support, special and preferential support and subsidies, market organizing and marketing. also, dependent factors with high dependence and low influence power included institutional support and rural development orientations. institutional support and rural development orientations due to their nature have a great influence on other factors and are somehow subject to other independent factors in industries. other independent factors with high influence and low dependence included banking system support, existence of plans, scheme, decisions and long-term actions instead of transitory behaviors.conclusion: based on the independent components: banking system support and the existence of long-term program, plan, decision and actions which were determined the key factors for the development of conversion and complementary industries. it is suggested that the necessary financial resources including facilities, credits, subsidies. be allocated to the conversion and complementary industries, as well as to some financial incentives such as: low interest rates, increasing the breathing period of credit use, provide export incentive subsidies. regarding the necessity of implementing programs, plans and projects related to conversion and complementary industries, it is suggested to be predicted and implemented in three formats: short-term, medium-term and long-term plans, all of which have a single strategy for the development of conversion and complementary industries.
