شناسایی چالش‌های عمده امنیت حمل و نقل دریایی و رتبه‌بندی اهمیت آن‌ها در تاثیرگذاری بر زنجیره تامین دفاعی

تحقیق حاضر با هدف شناسایی چالش‌های عمده امنیت حمل و نقل دریایی و بررسی رتبه‌بندی اهمیت آن‌ها در تاثیرگذاری بر روی زنجیره تامین دریایی کشور انجام شده است. این تحقیق بر مبنای هدف از نوع «تحقیقات توسعه‌ای- کاربردی» و از نظر ماهیت از نوع «توصیفی- پیمایشی» بوده که از رویکردی «آمیخته» برخوردار است. جامعه آماری تحقیق شامل 40 نفر از خبرگان حوزه امنیت حمل و نقل دریایی بوده که دارای سنوات خدمت بیش از 20 سال و مدرک تحصیلی کارشناسی ارشد به بالا بوده‌اند که در بخش کیفی 10 نفر از آنان به‌شیوه هدفمند و در بخش کمی به صورت تمام‌شمار انتخاب گردیده‌اند. به‌منظور گردآوری داده‌های واقعی از «مطالعات میدانی» با استفاده از ابزار «مصاحبه نیمه‌ساختاریافته» و «پرسشنامه بسته» استفاده شده که سئوالات مصاحبه و پرسشنامه از دو جنبه روایی ظاهری و محتوایی توسط خبرگان تایید گردیده است. ضریب آلفای کرونباخ پرسشنامه 0.89 و پایایی باز آزمون مصاحبه‌ها 81 درصد بوده که بیانگر پایایی قابل قبول می‌باشد. با «تحلیل مضمون» مصاحبه‌ها، 5 چالش عمده با 40 مضمون پایه شناسایی که بر اساس آن، پرسشنامه‌ای تنظیم و داده‌های استخراجی با استفاده از «آماره‌های توصیفی» با استفاده از نرم‌افزار spss مورد تحلیل قرار گرفتند. به‌منظور رتبه‌بندی اهمیت هر کدام از مضامین شناسایی شده در تاثیرگذاری بر زنجیره تامین دریایی نیز از «آزمون فریدمن» بهره‌برداری شده است. برابر نتایج به‌دست آمده، به‌ترتیب چالش‌های تهدیدات زیرساختی، حملات سایبری، سیاسی- امنیتی و نظامی، دزدان دریایی و تروریسم دریایی به ترتیب مهم‌ترین چالش‌های عمده امنیت حمل و نقل دریایی موثر بر زنجیره تامین دریایی شناسایی شدند.

identifying major maritime transport security challenges and ranking their importance in impacting the defense supply chain

the current research was conducted with the aim of identifying the major challenges of maritime transportation security and evaluating their importance in influencing the country’s defense supply chain. this research is based on the purpose of development-applied research and in terms of nature is descriptive-survey which has a mixed approach. the statistical population of the study included 40 experts in the field of maritime security who have more than 20 years of service and a master’s degree or higher. in the qualitative part, 10 of them were purposefully selected and in the quantitative part in a total. in order to collect real data, field studies were used using the tools of semi-structured interview and closed questionnaire. the interview questions and the questionnaire were confirmed by experts in terms of both visual and content validity. cronbach’s alpha coefficient of the questionnaire was 0.89 and the retest reliability of the interview test was %81, which indicates acceptable reliability. with the content analysis of the interviews, 5 major challenges with 40 basic themes were identified, according to which the adjustment questionnaire and the extracted data were analyzed using descriptive statistics using spss software and in order to rank the importance of each. the themes identified in influencing the defense supply chain have also been exploited by the friedman test. according to the obtained results, the challenges of infrastructure threats, cyber-attacks, political-security and military attacks, piracy and piracy were identified as the most important major challenges of maritime security affecting the defense supply chain.
