ابعاد و مولفه‌های قدرت دریایی برای پیاده‌سازی تمدن دریایی جمهوری اسلامی ایران

امروزه قدرت دریایی، تنها به قدرت نظامی محدود نمی‌شود و ابعاد علوم و دانش دریایی، ناوگان دریایی، ظرفیت‌های جغرافیای سیاسی، خدمات دریایی و صنایع دریایی را هم در بر می‌گیرد. این ابعاد و مولفه‌ها دارای جایگاهی خاص در قدرت دریایی کشور هستند. در سال‌های گذشته شاهد بوده‌ایم که بخش‌های مختلف نظامی و غیرنظامی دریایی، به صورت مجزا، امور را پیش می‌برند و در کنار این سازمان‌ها، سیاست‌گذاران و مسئولین بلندپایه کشوری و لشکری هم رویکردهای همسو و هم‌افزایی به موضوع دریا، حضور در دریا، توسعه دریامحور و پیشرفت قدرت دریایی کشور نداشته‌اند. در این تحقیق، با رویکرد آمیخته و روش موردی زمینه‌ای و ابزار مصاحبه و پرسشنامه سعی شده است، ضمن تبیین مولفه‌های قدرت دریایی، جایگاه این مولفه‌ها را در تمدن دریایی کشور بیان کنیم. بر این اساس، با مطالعات انجام شده کتابخانه‌ای، تطبیقی و اکتشافی، ادبیات تحقیق تدوین گردید. سپس، نواقص یافته‌های احصاء شده، با استفاده از نظرات افراد خبره تکمیل و تعدادی عوامل جدید به عوامل قبلی اضافه گردید. سپس، پرسشنامه تحقیق تنظیم شد که با طی مراحل مربوط و کسب روایی و پایایی لازم، بین جامعه نمونه تحقیق، توزیع و نتایج آن جمع‌بندی شد. در ادامه یافته‌های به دست آمده از نتایج پرسشنامه‌ها، همراه با تحلیل گفتمان و محتوای حاصل از مصاحبه‌ها، با آمارتوصیفی، نرم‌افزار اس‌پی‌اس‌اس و روش‌های آمار استنباطی با به کارگیری نرم‌افزار «اسمارت پی ال اس» مورد تجزیه و تحلیل قرار گرفت. در نهایت، ابعاد و مولفه‌های قدرت دریایی جمهوری اسلامی ایران و ضرایب و اولویت تاثیر آنها بر پیاده‌سازی تمدن دریایی کشور مشخص شد.  ابعاد پنج‌گانه احصاء شده، به ترتیب اولویت تاثیر، عباتند از: خدمات دریایی، ناوگان دریایی، صنایع دریایی، ظرفیت‌های جغرافیای سیاسی و علوم دریایی که هریک دارای مولفه‌هایی (درمجموع 60 مولفه) هستند. در پایان تحقیق، توصیه‌هایی برای پایه‌ریزی تمدن دریایی کشور مبتنی بر این ابعاد و مولفه‌ها بیان گردید.

dimensions and components of naval power for the implementation of the maritime civilization of the islamic republic of iran

today, naval power is not limited to military power and includes the dimensions of maritime science and knowledge, naval fleet, geopolitical capacities, maritime services and maritime industries. these dimensions and components have a special place in the maritime power of the country. in the past years, we have seen that different military and civilian maritime departments are moving things forward separately, and along with these organizations, policy makers and high-ranking officials of the country and the army have aligned and synergistic approaches to the issue of the sea, presence at sea, sea-oriented development and they have not developed the sea power of the country. in this research, with a mixed approach and contextual case method and interview and questionnaire tools, while explaining the components of maritime power, we have tried to express the position of these components in the maritime civilization of the country. based on this, with library, comparative and exploratory studies, research literature was compiled. then, the shortcomings of the findings were completed using the opinions of experts and a number of new factors were added to the previous factors. then, a research questionnaire was prepared, which was distributed among the research sample population and its results were summarized by going through the relevant steps and obtaining the necessary validity and reliability. in the following, the findings obtained from the results of the questionnaires, together with the analysis of discourse and the content of the interviews, were analyzed with descriptive statistics, spss software and inferential statistics methods using smartpls software. finally, the dimensions and components of the maritime power of the islamic republic of iran and the coefficients and priority of their influence on the implementation of the country’s maritime civilization were determined. the five dimensions counted, in order of priority of impact, are: marine services, marine fleet, marine industries, capacities of political geography and marine sciences, each of which has components (60 components in total). at the end of the research, recommendations were made for establishing the maritime civilization of the country based on these dimensions and components.
