طراحی مدل سیاست گذاری خدمات شهری شهرداری با رویکرد کیفی-کمی

ضعف در سیاست‌گذاری، افزایش کیفیت و بهبود ارائه خدمات به شهروندان را متوقف می‌کند و این مسئله باعث شده است تا نیاز به شیوه‌های جدید مدل سیاست‌گذاری در حوزه خدمات شهری برای پیشرفت و توسعه شهری بیشتر احساس شود. بنابراین، پژوهش حاضر در صدد آن است تا با ارائه مدل سیاست‌گذاری خدمات شهری شهرداری بتواند به ارائه مناسب خدمات شهری و توسعه شهری کمک کند. بدین منظور، تحقیق حاضر به‌صورت توسعه‌ای-کاربردی و در دو فاز کمّی-کیفی انجام شده است. جامعه تحقیق در بخش کیفی خبرگان شامل مدیران ارشد شهرداری هستند که با روش نمونه‌گیری غیراحتمالی هدفمند و نظری به تعداد 15 بر اساس معیار اشباع نظری انتخاب شدند و در بخش کمی، جامه آماری کارکنان شهرداری‌ها به تعداد 350 نفر به صورت تصادفی-طبقه ای است. یافته‌های بخش کیفی با روش تحلیل محتوا نشان داد مدل شامل پنج متغیر «محیطی»، «اقتصادی»، «فرهنگی»، «محتوایی»، و «عملیاتی» به همراه 20 مولفه می‌باشد. یافته-های بخش کمی با روش دیمتل فازی نشان داد که متغیرهای «محیطی»، «فرهنگی»، «اقتصادی»، «محتوایی» به ترتیب بر متغیر «عملیاتی» اثر می‌گذارد. یافته‌های روش مدلسازی معادلات ساختاری برای آزمون مدل نشان داد که متغیر محیطی بر «فرهنگی»، «اقتصادی»، «محتوایی» و «عملیاتی» تاثیر مثبت و معنی‌داری دارد. همچنین متغیر «فرهنگی» با «اقتصادی» و «عملیاتی» رابطه مثبت و معنی‌داری دارد. اما روابط بین «فرهنگی» و «اقتصادی» با «محتوایی» تایید نشد. امید است مدیران و دولتمردان با تمرکز بر قوانین مناسب و حمایت‌ها اقتصادی بتواند در اجرای مناسب سیاست‌گذاری‌ها به موفقیت دست یابند.

designing the policy making model of municipal urban services with a qualitative-quantitative approach

in policy-making, increasing and improving the provision of services in order to reduce, and this makes the need for new qualities of modeling in the field of urban services to be felt more for urban progress and development. therefore, the current research aims to help provide appropriate urban services and urban development by presenting the urban service-policy model. for this purpose, the research has been done in a developmental-applied way and in two quantitative-qualitative phases. the research community in the qualitative part of the experts includes senior managers of the municipality, who were selected by non-realistic and theoretical sampling method in the number of 15 based on the theoretical saturation criterion, and in the quantitative part, the statistical population of municipal employees numbering 350 people in a random-stratified manner. is. the findings of the qualitative part with the content analysis method showed that the model includes five numbers &environmental&, &economic&, &cultural&, &content&, and &operational& along with 20 components. quantitative findings with dimtel’s fuzzy method showed that &environmental&, &cultural&, &economic&, &content& changes respectively affect &operational&. the findings of the structural equation modeling method for the model test showed that the environment has a positive and significant effect on &cultural&, &economic&, &content& and &operational&. also, &cultural& changes have a positive and significant relationship with &economic& and &operational& changes. but &cultural& and &economic& relations with the &content& of approval between. aspiring managers and statesmen should achieve success by deciding on appropriate laws and economic support in the proper implementation of policies.
