ارائه الگوی مبارزه با قاچاق انسان با استفاده از رویکرد سیستم نرم

زمینه و هدف: قاچاق انسان یکی از سهمگین‌ترین و خطرناک‌ترین جنایاتی است که بشر در طول تاریخ بر هم نوع خود روا می‌دارد، در حقیقت رفتاری مخالف کرامت انسانی بوده و ارتکاب آن نقض حقوق بشر است. هدف پژوهش حاضر، ارائه الگوی مبارزه با قاچاق انسان با استفاده از رویکرد سیستم نرم است.روش: پژوهش حاضر از نظر هدف کاربردی، از حیث ماهیت، توصیفی تحلیلی است و از نظر روش، کیفی است. مشارکت‌کنندگان حاضر در پژوهش شامل خبرگان دانشگاهی هستند که با توجه به اصل کفایت نظری و نمونه‌گیری هدفمند، چهارده نفر به‌عنوان اعضای نمونه انتخاب شد. ابزار گردآوری داده‌ها، مصاحبۀ نیمه‌ساختاریافته بود که روایی و پایایی آن با استفاده از ضریب cvr و کاپای کوهن مورد تایید قرار گرفت. از طرفی برای تحلیل داده‌های به‌دست‌آمده از رویکرد سیستم نرم بهره گرفته شده است.یافته‌ها: یافته‌ها حکایت از آن دارد که با استفاده از رویکرد سیستم نرم، ضمن ارائه تعاریف ریشه‌ای از پدیدۀ قاچاق انسان، الگوی مفهومی آن نیز تشریح شد. همچنین نتایج نشان می‌دهد که «تجدیدنظر و بازنگری در قوانین و مقررات، هوشمندسازی پلیس، نهادها و سازمان‌های ذی‌ربط» جزو راهبردهای مهم در مبارزه با قاچاق انسان است.نتیجه‌گیری: قاچاق انسان یکی از خطرناک‌ترین جنایاتی است که بشر بر هم نوع خود روا می‌دارد؛ بنابراین، ریشه‌یابی آن، تدوین الگوی مناسب و همچنین ارائه راهکارهای مطلوب می‌تواند گامی مهم و موثر درزمینۀ کاهش این معضل اجتماعی باشد.

Providing a Combating Model of Human Trafficking Using the Soft System Approach

Background and objectives: Human trafficking is one of the most ridiculous and dangerous crimes that human beings have in history throughout history; in fact, those behaviors are opposed to human dignity and committing them violates human rights. The purpose of the present study is to provide a combating model of human trafficking using a soft system approach.Methodology: In terms of its objectives this study is of an applied research type and in terms of its methodology it is considered as a qualitative descriptiveanalytical type. Participants in the study include academic experts who, given the principle of theoretical adequacy and targeted sampling, were selected as sample members. The data collection tool was a semi structural interview whose validity and reliability were approved using CVR and Cohen Capa. On the other hand, the soft system approach has been used to analyze the data obtained.Findings: The findings suggest that using the soft system approach, in addition to providing root definitions of human trafficking phenomenon, its conceptual model was also described. The results also show that &revision of laws and regulations, police intelligence, institutions and relevant organizations& are important strategies in the fight against human trafficking.Results: Human trafficking is one of the most dangerous crimes that human beings commit. Therefore, rooting, formulating the right model as well as providing desirable solutions can be an important and effective step in reducing this social model.
