تاثیر سامانۀ پایش تصویری در پیشگیری انتظامی از جرم (موردمطالعه: شهرستان همدان)

زمینه و هدف: با توجه به پیشرفت‌های شگرف علوم و فناوری در عرصه‌های مختلف، پلیس نیز در راستای انجام بهینه وظایف خود در حوزۀ پیشگیری از جرم باید به فناوری‌های جدید مجهز باشد تا بتواند به نحو مطلوب به وظایف قانونی خود در قبال جامعه پاسخ دهد. با توجه به اینکه یکی از فناوری‌های موثر در حوزۀ پیشگیری از جرم، سامانه‌های پایش تصویری است، هدف پژوهش حاضر تعیین میزان تاثیر سامانۀ پایش تصویری در پیشگیری انتظامی از جرم در شهرستان همدان است.روش: پژوهش حاضر از نظر هدف، کاربردی و از نظر روش، توصیفی تحلیلی است که با تکنیک پیمایشی انجام شد. جامعۀ آماری پژوهش 250 نفر از کارکنان فرماندهی انتظامی شهرستان همدان شامل کارکنان صف و ستاد در معاونت عملیات، پلیس پیشگیری، فاوا، روسای کلانتری‌ها و مرفوک شهرستان‌ها بودند. حجم نمونه با رابطه کوکران، 148 نفر محاسبه و از طریق روش نمونه‌گیری تصادفی طبقه‌ای انتخاب شدند. ابزار گردآوری داده‌ها، پرسش‌نامۀ محقق­ساخته بود و اعتبار ابزار گردآوری داده‌ها از طریق روایی صوری و محتوایی و پایایی آن با محاسبه ضریب آلفای کرونباخ 0/85 به ­دست آمد. تحلیل داده‌ها با استفاده از آزمون تی انجام شد.یافته‌ها: براساس یافته‌های پژوهش در مولفه کاهش فرصت جرم از طریق سامانۀ پایش تصویری، شاخص «یکپارچه‌سازی سامانه‌های پایش تصویری با سایر سامانه‌ها» با میانگین 4/22، در مولفه ساماندهی مراقبت رسمی، شاخص «گسترش سامانه‌ها در مناطق جرم‌خیز» با میانگین 4/16 و در مولفه نظارت الکترونیکی از طریق سامانۀ پایش تصویری، «برنامه‌ریزی سامانه‌ها برای هشدار در مواقع خطر جرم» با میانگین 4/01 بالاترین امتیازها را به‌دست آوردند.نتیجه گیری: نتایج پژوهش نشان می‌دهد درصورتی‌که از ظرفیت‌های سامانه‌های پایش تصویری به‌خوبی استفاده شود، امکان کاهش فرصت جرم، ارتقای مراقبت رسمی از محلات و نظارت الکترونیکی به‌منظور پیشگیری انتظامی از جرائم به‌طور موثری فراهم خواهد شد.

The Effect of Video Surveillance System in Law Enforcement Crime Prevention (Case Study: Hamadan City)

Background and objectives: Given the tremendous advances in science and technology in various fields, the police must be equipped with new technologies in order to optimally perform their duties in the field of crime prevention in order to be able to adequately respond to their legal duties to society. Considering that one of the effective technologies in the field of crime prevention is video surveillance systems, the purpose of this study is to determine the effect of video surveillance system on law enforcement crime prevention in Hamadan.Methodology: In terms of its objectives this study is of an applied research type and in terms of its methodology it is considered as a descriptiveanalytical type. The statistical population of the study consisted of 250 employees of Hamadan police command including staff members in the deputy operations, preventive police, ICT, heads of police stations and information dissemination officers of the cities. The sample size was set at 148 individuals using Cochran formula and was selected through stratified random sampling method. The data collection tool was a researchermade questionnaire and the validity of the data collection tool was obtained through face and content validity and its reliability was obtained by calculating Cronbach’’s alpha coefficient as 0.85. Data analysis was performed using ttest.Findings: Based on the research findings in the component of reducing the opportunity of crime through video surveillance system, the index of &integration of video surveillance systems with other systems& with an average of 4.22, in the component of organizing formal care, the index of &expansion of systems in crime areas& with an average of 4.16 and in the component of electronic surveillance through video surveillance system, &scheduling systems for warning in case of danger of crime& with an average of 4.01 received the highest scores.Results: The results show that if the capabilities of video surveillance systems are used well, it will be possible to reduce the opportunity for crime, improve formal surveillance of neighborhoods and electronic surveillance in order to effectively prevent crime.
