بازنگری نقش و عملکرد پلیس در فضای مجازی با تاکید بر آموزش و انتظام‌بخشی

زمینه و هدف: فضای مجازی در مناسبات اجتماعی، اقتصادی و حتی سیاسی جای خود را یافته است؛ اما سوءاستفاده از فضای مجازی سبب بروز دغدغه‌ها و مشکلات زیادی برای سیستم‌های انتظامی امنیّتی، آموزشی، فرهنگی، اقتصادی شده است. هدف اصلی پژوهش حاضر، بازنگری در نقش و عملکرد پلیس در فضای مجازی با تاکید بر آموزش‌های لازم و انتظام ­بخشی است.روش‌: پژوهش حاضر از نظر هدف، کاربردی و به لحاظ ماهیت، اکتشافی است و به شیوۀ توصیفی تحلیلی با روش دلفی در دو دور انجام شد. جامعۀ آماری شامل خبرگان فضای مجازی پلیس در تهران بود که نمونه به تعداد 10 نفر انتخاب شد و با روش گلوله برفی به اشباع نظری رسید. ابزار پژوهش شامل مصاحبه و پرسش­نامۀ محقق­ ساخته بود. روایی مصاحبه‌ها با ملاک گوبا و لینکلن و روایی پرسش­نامه‌ها با روش صوری و محتوایی تایید شد. مصاحبه­ ها با استفاده از روش تحلیل مضمونی و پرسش­نامه با استفاده از محاسبه میانگین و نرم‌افزارexcel  تحلیل شد.یافته‌ها: نقش و عملکرد پلیس در فضای مجازی در دو بُعد انتظام­ بخشی و آموزش ظرفیت‌سازی و دوازده مولفه به این شرح قابل بررسی است: پیش‌بینی، پیشگیری، مقابله و پی‌جویی مجرمین، بازسازی، هماهنگی بین دستگاهی (شبکه‌سازی)، مدیریت غیرمتمرکز، آموزش‌های کارکنان پلیس، آموزش همگانی، فرهنگ‌سازی، عملیات روانی، دفاع از هویت ملی مذهبی و مسئول­سازی، فرصت‌سازی و ظرفیت‌سازی.نتیجه‌گیری: نتیجه حاصل از تحقیق نشان می‌دهد برای بهبود اثرگذاری پلیس در حوزۀ فضای مجازی نیاز به آشنایی، بازتعریف مفاهیم جدید، بازنگری در عملکرد پلیس، تغییر الگوها؛ دستورالعمل‌ها و سیاست‌ها است.

Reviewing the Role and Function of the Police in Cyberspace with Emphasis on Training and Policing

Background and objectives: Cyberspace has found its place in social, economic and even political relations; but the misuse of cyberspace has caused many concerns and problems for law enforcement systems security, education, culture, and economy. The main purpose of this study is to review the role and function of the police in cyberspace with emphasis on the necessary training and policing.Methodology: In terms of its objectives this study is of an applied research type and in terms of its nature it is considered as a descriptiveanalytical study which was conducted using Delphi method in two rounds. The statistical population consisted of police cyberspace experts in Tehran. A sample of 10 individuals was selected and reached a theoretical saturation by the method of snowball. The research tools included an interview and a researchermade questionnaire. The validity of the interviews was confirmed by Goba and Lincoln criteria and the validity of the questionnaires was confirmed using face and content validity methods. The interviews were analyzed using thematic analysis method and the questionnaire was analyzed using Excel software and mean calculation.Findings: The role and function of the police in cyberspace in two dimensions of policing and training capacity building and twelve components can be examined as follows: anticipation, prevention, confrontation and prosecution of criminals, reconstruction, interagency coordination (networking), decentralized management, staff training Police, public education, culture building, psychological operations, defense of national religious identity and accountability, opportunity building and capacity building.Results: The results of the research show that in order to improve the effectiveness of the police in the field of cyberspace, familiarity, redefining new concepts, reviewing the performance of the police, changing patterns, guidelines, and policies are needed.
