تدوین راهبردهای تحول سازمانی برای پیشگیری انتظامی از جرم با استفاده از رویکرد جهادی

زمینه و هدف: با توجه به تغییر و تحولات محیطی، تحول سازمانی یکی از رویکردهای مهم و ضروری برای هر سازمانی است. پژوهش حاضر با هدف تدوین راهبردهای تحول سازمانی در پیشگیری انتظامی از جرم با استفاده از رویکرد جهادی انجام شد.روش‌: این پژوهش از نظر هدف، کاربردی و از حیث ماهیت، توصیفی تحلیلی و از نظر روش، کیفی است. جامعۀ آماری تحقیق شامل نخبگان پلیس در حوزۀ پیشگیری از جرم می‌باشد که با استفاده از روش نمونه‌گیری هدفمند و اصل اشباع نظری، 14 نفر از آن‌ها به‌عنوان نمونه انتخاب شد. ابزار جمع‌آوری داده‌ها، مصاحبۀ نیمه ­ساختاریافته است و برای اطمینان از روایی از نظرات استادان و برای پایایی از روش باز آزمون، مقایسه و تکرارپذیری استفاده شد. داده‌های جمع‌آوری‌شده به روش تحلیل مضمون و با استفاده از نرم‌افزار «اطلس تی» مورد تجزیه‌وتحلیل قرار گرفت.یافته‌ها: ضمن شناسایی ابعاد تحول سازمانی در پیشگیری انتظامی از جرم با رویکرد جهادی در قالب پنج بُعد «ساختار سازمانی ارگانیکی، فناوری، فرهنگ‌سازمانی، توسعۀ منابع انسانی و اهداف پیشگیری از جرم» و با مبنا قرار دادن آن‌ها، عوامل داخلی و خارجی تحول سازمانی نیز شناسایی شده، سپس با استفاده از رویکرد swot راهبردهای سازمان در قالب استراتژی‌های تدافعی، تهاجمی، محافظه‌کارانه و رقابتی تدوین شد. درنهایت مشخص شد که امروزه سازمان پلیس در حوزۀ پیشگیری انتظامی از جرم در وضعیت رقابتی قرار دارد.نتیجه‌گیری: درصورتی‌که سازمان پلیس از راهبردهای تعیین‌شده با توجه به تغییر و تحولات محیطی به‌درستی استفاده کند، توان و قابلیت لازم را با پیاده‌سازی رویکردی جهادی در پیشگیری از جرائم و همچنین کاهش آن خواهد داشت.

Developing Organizational Transformation Strategies for Law Enforcement Crime Prevention Using a Jihadist Approach

Background and objectives: Due to environmental changes, organizational change is one of the most important and necessary approaches for any organization. The aim of this study was to develop organizational transformation strategies in law enforcement crime prevention using a jihadist approach.Methodology: In terms of its objectives this study is of an applied research type and in terms of its nature it is considered as a descriptiveanalytical type and in terms of method as qualitative. The statistical population of the study includes police elites in the field of crime prevention. Using purposive sampling method and the principle of theoretical saturation, 14 of them were selected as a sample. The data collection tool was a semistructured interview, and to ensure the validity of the professors’ opinions, the retest, comparison and reproducibility methods were used for reliability. The collected data were analyzed by content analysis method using &Atlas T& software.Findings: In addition to identifying the dimensions of organizational change in law enforcement crime prevention with a jihadist approach in the form of five dimensions of &organic organizational structure, technology, organizational culture, human resource development and crime prevention goals& and based on them, internal and external factors of organizational change were identified. Then, using the SWOT approach, the organization’s strategies were formulated in the form of defensive, offensive, conservative and competitive strategies. Finally, it became clear that today the police organization is in a competitive position in the field of crime prevention.Results: If the police organization uses the strategies defined according to the environmental changes, it will have the necessary power and capability by implementing a jihadist approach in crime prevention and also its reduction.
