مقایسه مولفه‌های‌ کلانتری و پاسگاه‌های انتظامی در وضعیت موجود و مبتنی بر شبکه در پلیس آینده

زمینه و هدف: سازمان ها برای ادامه ی حیات باید همواره خود را با تغییرات محیطی حال و آینده مطابقت و بتوانند پاسخگوی نیاز ذی­نفعان باشند. این موضوع برای سازمان های که متولی امور امنیتی و خدماتی می باشند از درجه ی اهمیت بالاتری برخوردار است. هدف از تحقیق حاضر شناخت و مقایسه مولفه­ های کلانتری و پاسگاه های انتظامی در وضعیت موجود و مبتنی بر شبکه در پلیس آینده است. روش شناسی: این تحقیق از نظر هدف کاربردی و از نظر روش جمع آوری داده ها کیفی است. جامعه ی آماری پژوهش حاضر را خبرگان انتظامی با حداقل سابقه بیست و پنج سال خدمت و دارای سابقه خدمت در رده های اجرایی و ستادی تشکیل می دهند که با توجه به اشباع نظری با 27 نفر از آنها به صورت هدفمند مصاحبه به عمل آمد. داده های حاصل از مصاحبه با نخبگان، به روش تکنیک تحلیل فرایند شبکه ای و با استفاده از نرم افزار ابرتصمیم ساز مورد تحلیل قرار گرفت. یافته ها: مولفه های حاصل از مصاحبه با نخبگان در وضعیت موجود و مبتنی بر شبکه به صورت دو به دو با هم مقایسه، یافته ­ها نشان می دهد میزان اهمیت زیرمعیارها (مولفه ­ها) شبکه ی ترسیمی غیر از چهار مولفه ی (خدمات قضایی حضوری شهروندان، ارسال پرونده فیزیکی به مرجع قضایی، حضور حداکثری فیزیکی عوامل گشت در حوزه ی استحفاظی، محدودیت دسترسی به بانک­های اطلاعاتی) سایر مولفه ها (شامل هشت مولفه ی دیگر) کلانتری آینده دارای اهمیت بیشتری نسبت به کلانتری با رویکرد با وضعیت موجود می­باشد. نتیجه گیری: با توجه به بالاتر بودن ضریب اهمیت مولفه های احصاء شده در وضعیت مبتنی بر شبکه، لازم است مسئولین امر نسبت تغییر ساختار مبتنی بر شبکه به عنوان ضرورتی برای پلیس آینده و انجام خدمات شایسته تر به مردم اقدام نمایند.

A Comparison of the Components of Police Stations and Checkpoints in the Present and Network-Based Situation in the Future Police

Background and objectives: To survive, organizations must always adapt to present and future environmental changes and be able to meet the needs of stakeholders. This is even more important for organizations in charge of security and services. The purpose of this study is to identify and compare the components of police stations and police checkpoints in the present and networkbased situation in the future police. Methodology: In terms of its objectives the present study is of an applied research type and in terms of data collection method it is considered as a qualitative study. The statistical population of the present study consists of law enforcement experts with at least twentyfive years of service and experience in the executive and staff ranks. Due to theoretical saturation, 27 of them were interviewed purposefully. The data obtained from the interviews with the elites were analyzed using network process analysis technique and superdecisionmaking software. Findings: Components obtained from interviews with elites in the present situation and networkbased are compared in pairs; the findings show the importance of the subcriteria (components) of the graphic network other than the four components (inperson judicial services of citizens, sending a physical file to the judicial authority, maximum physical presence of patrol agents in the protected area, restriction of access to databases), other components (including eight other components) of the future police station towards the police station with an approach to the current situation. Results: Due to the higher importance of the components listed in the networkbased situation, it is necessary for the authorities to change the networkbased structure as a necessity for the future police and to provide better services to the people.
