شاخص کاربردی برای ارزیابی سیاست‌های ارتقای آموزش و آزمون رانندگی در ایران

یکی از مهم‌ترین گام‌ها در کاهش تصادفات رانندگی آموزش‌های پیش از اخذ گواهینامه رانندگی، و نوع ارزیابی در اعطای گواهینامه می‌باشد. به‌ منظور ارتقای فرآیند آموزش و اعطای گواهینامه سیاست‌های مختلفی در نقاط دنیا اجرا شده است و سالانه روش‌های نوین‌تری نیز اضافه می‌گردد، اما اولویت‌بندی نادرست انجام اقدامات با توجه به محدودیت‌هایی که همواره وجود دارند می‌تواند مانع از تاثیر کارا و مناسب این اقدامات باشد. در این پژوهش  با هدف اولویت بندی صحیح و تخصیص بودجه مناسب  12 مورد از پربازده‌ترین این شیوه‌های اصلاح و بهبود شناسایی گردید و با توجه به 5 معیار بودجه، زیرساخت‌های ضروری، زمان، هزینه و نیروی انسانی موردنیاز، یک شاخص تصمیم‌گیری ارائه گردید که در آن با استفاده از پارامتر سودمندی، ارزیابی هر یک از سیاست‌ها صورت پذیرفت. بررسی گزینه‌ها در شاخص پیشنهادی نشان داد سیاست‌های ارزیابی آموزشگاه‌ها بر اساس سیستم امتیازدهی، توسعه 10 برنامه کاربردی آموزش رانندگی و اضافه شدن ارزیابی روانی متقاضیان به آزمون گواهینامه بیشترین امتیاز را کسب نمودند. از نتایج این پژوهش می‌توان در تعیین معیارها و همچنین ارزیابی گزینه‌های اجرایی آموزش و آزمون گواهینامه رانندگی بخصوص در شرایط کمبود بودجه استفاده نمود.

a practical index for evaluating improving policies in iran driving licensing system

planning is a vital part of reducing the consequences of car accidents. one of the most important aspects of the procedure of declining car accident is concentrating on pre-license trainings, and different types of its assessment. in order to improve the training and licensing process, various policies have been implemented all over the world, and novel methods are presented frequently every year. however, inappropriate prioritization of actions due to the limitations that always exist can cutback the effectiveness of these actions. in this study, 12 of the most effective methods were identified, where according to 5 defined criteria, budget, infrastructure, time, cost and required employees, a decision-making index was presented that could evaluate each policy by using the efficiency parameter to the mean of improvement and effectiveness of the driving test process, and its prioritization. studying the choices in the proposed index showed that evaluating driving schools using a scoring system, developing 10 driving education applications and implementing psychological tests for driving license applicants are the strategies with the highest significance. the results of this study can be used in defining the criteria and assessing the executive choices in training and licensing procedure, especially in lack of budget conditions.
