امکان‌سنجی کاربست رویکرد توسعه مشارکتی حمل‌و‌نقل (tjd) به عنوان روش تامین مالی رویکرد tod در ایستگاه‌های مترو محدوده مرکزی شهر اصفهان

به‌کارگیری رویکرد توسعه با محوریت حمل‌ونقل همگانی (tod) می‌تواند موجب منافع عمومی زیادی شود، اما سرمایه لازم برای اجرای این رویکرد بسیار زیاد است. هزینه بالای احداث سیستم‌ مترو منجر به ایجاد راهبردهای مختلف سرمایه‌گذاری شده است.‌ یکی از رویکردهای نظام مند در این ارتباط، رویکرد توسعه مشارکتی حمل ونقل (tjd) است که الگوی مدیریتی جدیدی به شمار رفته و پیاده‌سازی آن طیفی از انواع فعالیت های مشارکتی را دربر می‌گیرد. هدف از پژوهش حاضر معرفی رویکرد فوق به عنوان ابزاری نوین برای تامین مالی رویکرد tod و امکان سنجی بهره گیری از آن در ایستگاه های مترو محدوده مرکزی شهر اصفهان می باشد. برای این منظور داده ها با استفاده از روش های کتابخانه ای و میدانی جمع آوری شده و با به کارگیری فرایند تحلیل سلسله مراتبی (ahp) و نرم افزار arcgis مورد تجزیه و تحلیل قرار می گیرند. نتیجه مطالعات نشان می دهد که بر مبنای مولفه های توسعه کارکردی، کالبدی، اقتصادی، خدمات عمومی و حمل و نقل به عنوان مولفه های به کارگیری رویکرد tjd به ترتیب ایستگاه های انقلاب، تختی، شهدا و دروازه دولت دارای بالاترین پتانسیل می باشند. همچنین تلفیق نهایی لایه ها از طریق فرایند تحلیل سلسله مراتبی حاکی از آن بود که از لحاظ اجرای رویکرد توسعه مشارکتی حمل و نقل (tjd) محدوده 400 متری ایستگاه های مترو مورد مطالعه، به ترتیب ایستگاه های تختی، انقلاب، شهدا و دروازه دولت دارای بیشترین قابلیت و پتانسیل می باشند که نیازمند سرمایه گذاری مدیریت شهری است.

Feasibility Study of Applying Transit-Joint Development (TJD) as a New Approach to Financing the Transit Oriented Development (TOD) in metro stations in the central area of Isfahan

Applying the Transit Oriented Development (TOD) approach can be of great benefit to the public. However, the challenges of investing and financing the above projects in most cases, cause the projects to be incomplete and not achieve the intended goals for the city. One of the most important strategies for the management and exploitation of new resources based on the integration of urban rail transport and land use is the concept of TransitJoint Development (TJD). The purpose of this study is to introduce the TJD as a new approach to finance the TOD and the feasibility of using this approach in metro stations in the central area of ​​Isfahan. For this purpose, data are collected using library and field methods and analyzed using the Analytic Hierarchy Process (AHP) and ArcGIS software. The results of studies show that based on the components of functional, physical, economic, public services and finally transportation as components of using the TJD approach, respectively, Shohada, Takhti, ReTakhti, Shohada, and finally the DarvazeDolat station, respectively. They have the highest potential. Also, the final integration of the layers through the hierarchical analysis process indicated that in terms of implementing the Participatory Transportation Development (TJD) approach, the 400meter area of ​​the studied metro stations, respectively, Takhti, Enghelab, Shohada and DarvazeDolat stations have the most capability and potential that requires investment in urban management.
