رتبه‌بندی شرکت‌های حمل‌ونقل ریلی باری از دیدگاه بخش حاکمیتی و با ترکیب روش‌های ‌ bwmو vikor

حمل‌ونقل ریلی به عنوان یک شیوه حمل سبز همواره مورد توجه سیاست گذاران است. شرکت‌های ریلی به عنوان متصدی اصلی حمل بار و بر اساس وظایف ذاتی خود در زمینه بازاریابی، نقش بسزایی در افزایش سهم حمل‌ ریلی بر عهده دارند. صاحبان کالا به عنوان مشتریان نهایی، علاوه بر توجه به مسئولیت‌های اجتماعی ناشی از کاهش اثرات خارجی، در پاسخ به نیازهای تجاری خود، به دنبال بهترین گزینه بر مبنای معیارهای متعدد جهت کاهش هزینه‌های حمل خود می باشند. این پژوهش قصد دارد که با استفاده از تکنیک‌های تصمیم‌گیری چندمعیاره ضمن جلب توجه و آگاهی سیاست‌گذاران، راهنمای مناسبی پیش‌روی صاحبان کالا قرار دهد. بدین منظور پس از تعیین شاخص‌های ارزیابی با تکنیک دلفی، از روش بهترینبدترین جهت وزن‌دهی شاخص‌ها استفاده و از روش ویکور به رتبه‌بندی شرکت‌های حمل‌ ریلی بار پرداخته شده است. بر اساس تحلیل خروجی‌های مدل، به دلیل اینکه تفاضل مقدار شاخص ویکور برای گزینه شرکت راه‌آهن حمل و شرکت توکاریل برابر با 0.10 است که از مقدار 0.05 بیشتر است، شرط اول ویکور تایید می‌گردد. در خصوص شرط دوم روش ویکور، شرکت راه‌آهن حمل‌ونقل کمترین میزان شاخص s را دارا است. بنابراین این شرکت، رتبه اول را در بین شرکت‌های حمل‌ونقل باری داخلی مفروض بر عملکرد سال 98 شبکه ریلی ج.ا.ا کسب نمودند. همچنین به دلیل اینکه میانگین مقادیر شاخص ویکور  کمتر از 0.5 است، به طورکلی عملکرد شرکت‌های حمل‌ونقل ریلی باری کشور در وضعیت نسبتا مناسبی قرار دارد. نتایج این پژوهش می‌تواند سنگ بنای ارزیابی شرکت های حمل‌ونقل ریلی توسط شرکت راه آهن ج.ا.ا قرار گیرد.

Ranking of freight rail transport companies from point of view of the governing sector by combining BWM and VIKOR methods

Rail transportation has always been considered by policymakers as a way of green transportation. rail transport companies have significant role in increasing the share of rail transport. Owners of goods as end customers, in response to their business needs, seek to choose the best option based on multiple criteria to reduce their costs. Accordingly, it is intended to use multicriteria decisionmaking techniques to attract the attention and awareness of policy makers to provide a suitable guide for shippers. for this goal, after determining the evaluation indicators by Delphi technique, the BestWorst method for weighing the indicators and Vikor method for ranking the rail freight companies have been discussed. Based on the analysis of the model results, because the difference between the value of the Vikor index for the option of Rahahan hamlonaghl Company and Tukaril Company is equal to 0.10, which is greater than the value of 0.05, the first condition of Vikor is confirmed. Regarding the second condition of Vikor method, the option of Rahahan Hamlonaghl Company has the lowest amount of S index. Therefore, that Company was ranked as first among domestic freight transport companies assuming the performance of the Railway Network of the Islamic Republic of Iran By mid2020. Also, due to the fact that the average values ​​of the Vikor index are less than 0.5, the performance of the rail freight companies is in a comparatively good condition. The results of research can be the cornerstone of the evaluation of rail transport companies by the RAI.
