ارزیابی تاثیر حمل‌ونقل بار درون‌شهری بر شاخص‌های حمل و نقل پایدار (مطالعه موردی: شهر اهواز)

امروزه ایجاد زیرساخت های توسعه پایدار در همه ابعاد مدیریت شهری از اهمیت ویژه ای برخوردار است. حمل‌ونقل کالا به‌صورت مستقیم با زندگی شهروندان در ارتباط است، بنابراین سیاست گذاری و برنامه ریزی در این حوزه می بایست بر پایه توسعه پایدار صورت گیرد. بار درون‌شهری از منظر توسعه پایدار دربردارنده ابعاد مختلفی از تاثیرات بر زندگی شهروندان است که سه شاخص اقتصادی، اجتماعی و زیست‌محیطی از جنبه های اصلی آن است. در این پژوهش، ابتدا زیرشاخص های تشکیل دهنده فرمول توسعه پایدار از طریق توزیع پرسشنامه میان کارشناسان و وزن دهی و 4 استراتژی اثرگذار، انتخاب گردید. سپس این استراتژی ها از طریق پرسشنامه از رانندگان مورد سوال قرار گرفت و رفتار رانندگان پس از اجرای هر سیاست پیش بینی شد. به‌منظور بررسی اثربخشی همزمان سیاست ها، از ترکیب 4 استراتژی پیشنهادی، 16 سناریو در شبکه اعمال و تغییرات شاخص توسعه پایدار نسبت به وضع موجود مقایسه گردید.  همچنین ضرایب مدل توسعه پایدار با در نظرگیری هم‌زمان منافع بخش خصوصی، دولتی و شهروندان کالیبره گردید تا به‌عنوان ملاک تصمیم‌گیری جهت پیاده‌سازی سیاست‌های مدیریتی حمل کالا ، قرار گیرد. نتایج نشان می دهد اجرای استراتژی ساخت 4 بارانداز در 4 گوشه هسته مرکزی شهر بهترین استراتژی تکی محسوب می شود. همچنین با تحلیل نتایج پرسشنامه به روش ahp ، وزن هر یک از شاخص ها وزیر شاخص ها مشخص و مقادیر ضرایب مدل کالیبره گردید. نتایج تحلیل پرسشنامه حاکی از آن است که در بین سه شاخص مطرح‌شده، شاخص زیست محیطی دارای بیشترین اهمیت است و هم‌چنین در بخش زیست‌محیطی زیرشاخص تولید گازهای گلخانه ای، در بخش اقتصادی زیرشاخص زمان سفر اضافه‌شده و در بخش اجتماعی تصادفات دارای بیشترین اهمیت بوده اند.

Assessing the impact of inland freight transport on sustainable transport indicators(Case study: Ahwaz city)

Today, sustainable development infrastructures are of particular importance in all aspects of urban management. The transport of goods is directly related to the lives of citizens, therefore, policy making and planning in this area, must be based on sustainable development. From the point of view of sustainable development, interurban load has various dimensions of the impact on the lives of citizens, that three economic, social and environmental indicators being its main features. In this study, firstthe subindicators of the sustainable development formula was weighted by distributing the questionnaire among experts and were selected four effective strategies. Then, these strategies were questioned by the drivers’ questionnaire and driver behavior was predicted after implement of each policy. In order to examine the simultaneous effectiveness of policies,16 scenarios were applied in the network. Also, the coefficients of the sustainable development model were calibrated to be considered as the criterion for decisionmaking for the implementation of goods transportation management policies. The results show that implementing the strategy of building 4 docks in the four corners of the central core of the cityis considered as the best single strategy. By analyzing the results of the questionnaire by AHP method, the weight of each indicators and subindicators was determined and the environmental index is the most important, and also in the environmental section under the indicator of greenhouse gas emissions, in the economic sector, under the index of travel time, added and in the social sector the total number of accidents Most Important.
