ارائه مدل پارامتریک چندهدفه اصلاح‌شده برای اولویت‌بندی اهداف کلی در حمل‌ونقل درون‌شهری

یکی از مهم ترین مراحل در انجام مطالعات ویا اقدامات حمل‌ونقلی، تعیین میزان اهمیت و اولویت اهداف حمل‌ونقلی شهر است. به طور کلی دو نوع هدف در مطالعات حمل‌ونقلی می‌تواند تعریف شود: اهداف کلی و اهداف جرئی. این مقاله به دنبال ارائه روشی برای اولویت‌بندی یکپارچه اهداف کلی حمل‌ونقلی است، به گونه‌ای که دیدگاه همه افراد (مسوولان، متصدیان و کارشناسان) مرتبط با امر حمل‌ونقل در این اولویت‌بندی در نظر گرفته شود. در روش ارائه شده، پس از دریافت نظر همه افراد در خصوص امتیاز و اولویت هر هدف، از روش پارامتریک وزن‌دهی، به یک اولویت‌بندی یکپارچه از دیدگاه همگان دست یافته می‌شود. با توجه به پراکندگی امتیازهای ارائه‌شده توسط افراد مختلف، ساختار غالب و مغلوبی برای هر هدف کلی نسبت به سایر اهداف کلی در نظر گرفته شده و روش بهینه‌سازی چندهدفه پارامتریک به گونه‌ای اصلاح شده است که این ساختار غالب و مغلوبی در اولویت اهداف موثر باشد. روش ارائه‌شده برای اولویت‌بندی اهداف کلی شهر مشهد نشان می‌دهد که در صورت عدم لحاظ کردن پراکندگی در امتیازها (و صرفاً استفاده از مقدار میانگین امتیازها) به نتایج متفاوتی منجر خواهد شد که می‌تواند با خطای تصمیم‌گیری همراه باشد. نتایج این مطالعه نشان می‌دهد که سه هدف کلی اولویت‌دار به دست آمده از دو روش وزن‌دهی ساده و روش ارائه‌شده  در شهر مشهد مشابه هستند، ولی اولویت چهارم به دست‌آمده از دو روش متفاوت هستند.

Adapting the MultiObjective Parametric Optimization Model for Prioritization of Urban Transportation Goals

One of the most important steps in conducting transportation studies or implementing transportation improvement actions is to determine the importance and priority of the city’s transportation goals. In general, two types of targets can be defined in transportation studies: goals and objectives. This article seeks to provide a method for the prioritization of the transportation goals, in such a way that the opinion of all people (officials, operators and experts) related to the transportation issue is taken into account in this priority. In the proposed method, after receiving the opinion of all people about the scores and priority of each goal, an integrated prioritization from the general viewpoint will be achieved through a proposed parametric model. The proposed parametric model is built upon adapting the wellknown MultiObjective Parametric Optimization model. The idea had been that given the dispersion of the scores within different people, the dominance structure should also be considered in addition to the average relative scores of the goals. The proposed method has been applied to prioritize the transportation goals of the city of Mashhad. Results show that if the dispersion of scores is not considered (and one uses the Simple Additive Weighting method, which prioritize the goals just simply based on the average relative scores), it will be accompanied by a decision error. The results of this study indicate that the first three goals obtained from both simple weighting method and the proposed method are analogous in Mashhad, but the fourth priority are different.
