بررسی موانع تحقق مدیریت یکپارچه و آینده‌پژوهی حکمروایی خوب ناحیه‌ای در شهرستان تهران

ناحیه به‌عنوان یک کلیت به‌هم‌پیوسته، به سازمانی مقتدر جهت مدیریت یکپارچه با تاکید بر حکمروایی خوب ناحیه‌ای نیازمند است. مدیریت یکپارچه در شهرستان تهران به‌عنوان یکی از پرجمعیت‌ترین شهرستان‌های جهان با چالش‌های بسیاری مواجهه می‌باشد. نبود یک مدیریت یکپارچه و موانع تحقق رسیدن به آن، سالانه مشکلات و هزینه‌های سنگین به شهروندان و مدیریت شهری تحمیل می‌کند و بطئی بودن روند اصلاحات در شاخص‌های حکمروایی خوب ناحیه‌ای از پیامدهای آن است. در همین راستا تحقیق حاضر با هدف بررسی موانع تحقق مدیریت یکپارچه و حکمروایی خوب ناحیه‌ای در شهرستان تهران انجام‌شده است. روش تحقیق این پژوهش توصیفی-تحلیلی با ماهیت کاربردی است. ابتدا با مطالعات کتابخانه‌ای به شناسایی موانع تحقق مدیریت یکپارچه با تاکید بر حکمروایی خوب ناحیه‌ای پرداخته‌شده است و سپس با تجزیه‌وتحلیل این عوامل پیشران‌های آن بر اساس نظر خبرگان تدوین شدند. روش جمع‌آوری اطلاعات، اسنادی و میدانی می‌باشد. با استفاده از نمونه‌گیری هدفمند، 25 نفر از کارشناسان دانشگاهی مطالعات شهری شناسایی شدند که دارای دانش و تجربه در موضوع تحقیق هستند. با بررسی مطالعات اسنادی و توصیفی، موانع تحقق مدیریت یکپارچه شناسایی و با نظر کارشناسان تحقیق، عوامل کلیدی تدوین شدند. 25 عامل کلیدی در قالب 8 شاخص (شفافیت، مسئولیت‌پذیری، اجماع نگری، عدالت و فراگیری، کارایی و کارآمدی، پاسخگویی، مشارکت، قانون‌مداری) به‌وسیله کارشناسان تحقیق شناسایی‌شده‌اند. داده‌های تحقیق ازنظر تاثیرگذاری و تاثیرپذیری تجزیه‌وتحلیل شده‌اند. یافته‌های تحقیق نشان می‌دهد که تحقق مدیریت یکپارچه به دلیل مسائل اداری-سیاسی امکان‌پذیر نیست. قوانین شفاف، بهبود فرایندها و اجرای عادلانه قوانین از دیدگاه کارشناسان این حوزه دارای اهمیت خیلی زیاد برای تحقق مدیریت یکپارچه با تاکید بر حکمروایی خوب ناحیه‌ای بوده‌اند.

investigating obstacles to realizing integrated management and future research of good regional governance in tehran city

as an integrated whole, the district needs a powerful organization for integrated management with an emphasis on good regional governance. integrated management in tehran, as one of the most populous cities in the world, faces many challenges. the lack of an integrated management and the obstacles to achieving it imposes problems and heavy costs on citizens and city management every year, and the slowness of the reform process in good governance indicators is one of its consequences. in this regard, the present research has been conducted with the aim of investigating the obstacles to the realization of integrated management and good regional governance in tehran city. the research method of this research is descriptive-analytical with an applied nature. first, with library studies, obstacles to the realization of integrated management have been identified with an emphasis on good regional governance, and then, by analyzing these factors, its drivers were formulated based on the opinion of experts. the method of collecting information is documentary and field. using targeted sampling, 25 urban studies university experts were identified who have knowledge and experience in the research topic. by examining documentary and descriptive studies, obstacles to the realization of integrated management were identified and key factors were formulated with the opinion of research experts. 25 key factors in the form of 8 indicators (transparency, accountability, consensus, justice and inclusiveness, efficiency and effectiveness, accountability, participation, rule of law) have been identified by research experts. the research data have been analyzed in terms of effectiveness and effectiveness.the research findings show that the realization of integrated management is not possible due to political-administrative issues. from the point of view of experts in this field, transparent laws, process improvement and fair implementation of laws have been very important for the realization of integrated management with emphasis on good regional governance
