تحلیلی بر اجرای طرح‌های توسعه شهری در ایران مطالعه موردی: طرح تفصیلی شهر مریوان

بررسی عوامل و موانع تحقق‌پذیری طرح‌های شهری نقش کلیدی در ارتقای اثربخشی طرح توسعه شهری بر عهده دارد. هدف تحقیق حاضر سنجش دیدگاه‌های کارشناسان و خبرگان حوزه مدیریت شهری در خصوص چالش‌های اجرای طرح تفصیلی شهر مریوان با استفاده از روش‌شناسی کیو می‌باشد. بدین منظور ابتدا فضای گفتمان عوامل موثر بر تحقق‌پذیری طرح‌های تفصیلی از گزارش‌های و مطالعه پیشین استخراج و در قالب 33 گزاره نهایی دسته‌بندی گردید. سپس 37 نفر از کارشناسان ادارات سطح شهر مریوان به روش نمونه‌گیری هدفمند انتخاب و میزان اهمیت گزاره‌های مذکور در تحقق‌پذیری طرح تفصیلی شهر مریوان با استفاده از جدول کیو تعیین گردید. تجزیه‌وتحلیل گویه‌های استخراجی با استفاده از نرم‌افزار kade v1.2.0 با روش pca و حداکثر چرخش واریماکس انجام گرفت. بر اساس یافته‌های تحقیق ضعف ساختار اداری و اجرای، محدودیت و بی‌انضباطی مالی و عدم اجرای دقیق مقررات و قوانین مدیریت شهری سه دیدگاه مهم و غالب عوامل عدم تحقق‌پذیری طرح تفصیلی در بین کارشناسان این مطالعه یافت شد. علیرغم تفاوت‌های موجود در سه دیدگاه مطرح‌شده هر سه گروه بر برنامه‌ریزی متمرکز از بالا به پایین در نظام برنامه‌ریزی کشور به‌عنوان موانع کلیدی تحقق‌پذیری طرح تفصیلی در شهر مریوان تاکید داشتند. مبتنی بر یافته‌های تحقیق بهره‌گیری از رویکرد برنامه‌ریزی مشارکتی و تقویت سازوکارهای نظارتی- مالی در طرح‌های توسعه شهری قابل پیشنهاد می‌باشد.

an analysis on the implantation of urban development plans in iran (case study: the detailed plan of marivan city

with the rapid development of urbanization all over the world, the structure of urbanization is changing significantly and leading to irregularity in land use systems. in most of the cities of the world, from the second half of the 20th century onwards, comprehensive urban plans were comprehensively prepared in order to provide the basis for making appropriate changes in the cities and solve urban problems. the monitoring of the projects showed that many of them do not achieve their goals, especially in third world countries. understanding the obstacles affecting the implementation of detailed urban plans plays a pivotal role in sustainable urban management. the present research uses the q-methodology approach to assess the perspectives of urban management experts and professionals on the implementation challenges of the detailed development plan in marivan city. in doing so, the concourse on the influential factors on urban development plans was extracted from the literature, resulting in 33 final statements. subsequently, 37 experts in urban management in marivan city were selected, and the importance of these statements in the implementation of marivan detailed urban plan was determined using the q-sort table. the extracted statements were then analyzed using the kade v1.2.0 software, employing principal component analysis (pca) and varimax rotation. the research findings highlight three dominant perspectives on the challenges of detailed urban development plans: administrative and implementation weaknesses, financial constraints and indiscipline, and inadequate adherence to regulations and urban management laws. despite the differences among these perspectives, all three groups emphasized centralized, top-down planning within the national planning system as a key obstacle to urban development plans.
