ارائه الگوی بازآفرینی بافت تاریخی شهر گرگان با رویکرد توسعۀ گردشگری

شهر گرگان با دارا بودن بیش از 150 هکتار بافت تاریخی از مراکز مهم تاریخی کشور به شمار می رود. این شهر، علیرغم ویژگی های مثبت از برخی مشکلات کالبدی، زیست محیطی و زیرساختی از جمله: ناهمخوانی کالبد و فعالیت ها، وجود عناصر ناهمخوان شهری، کمی سرانه برخی از کاربری ها، عدم امکان نفوذپذیری، کاربری های ناسازگار، وجود فضاهای رها شده، نابسامانی در نظام کاربری زمین، خروج تدریجی سرمایه و فعالیت و خروج گروه های با توان مالی بالا از بافت رنج می برد. در این پژوهش با هدف بهسازی و نوسازی بافت تاریخی چندین راهبرد پیشنهادی مدلسازی و سپس اولویت های بهینه برای رسیدن به چشم انداز توسعۀ بافت (ارتقای کیفیت زندگی، بهبود وضعیت اقتصادی و اجتماعی ساکنان و حفظ و احیای منابع با تکیه بر مشارکت مردمی) معرفی می گردد. پژوهش مورد نظر کاربردی بوده و در تحلیل آن، از ترکیب روش های اسنادی و پیمایشی با به کارگیری مدل های کمی و کیفی (anpswot) استفاده گردید. جامعۀ آماری مورد مطالعه شامل 50 نفر از خبرگان (کارشناسان دستگاههای اجرایی و اساتید دانشگاهی) بودند که با استفاده از روش نمونه گیری غیرتصادفی هدفمند انتخاب شدند. پس از بررسی اسناد بالادستی از بافت شهر گرگان، 11 نقطۀ قوت، 12 نقطۀ ضعف،10 نقطۀ فرصت و 11 نقطۀ تهدید استخراج گردید. در ادامه، با تنظیم عوامل راهبردی داخلی و خارجی، پرسش نامۀ مقایسات زوجی تهیه و در اختیار خبرگان قرار گرفت. در نهایت بر اساس شاخص‌های به‌دست آمده، ماتریس راهبردیswot  تشکیل و با به کارگیری مدل anp در نرم افزار super decision راهبردها ارزیابی و اولویت‌بندی شدند. نتایج حاصل از مدلسازی نشان داد که از بین راهبرد پیشنهادی، راهبردهای so3، wt2، so2، wo1 اولویت های راهبردی بهینه شناسایی شده و راهکارهایی از جمله: احیاء گذر تاریخی محله سبزه مشهد به پارک شهر، حمایت از جاذبه‌های تاریخی با هدف رویکرد تجدید حیات، ساماندهی شبکه حمل‌ونقل عمومی، احداث مسیر پیاده روی نعلبندان، سرچشمه و سبزه مشهد، بهره‌گیری از اراضی ناکارآمد، ایجاد ردیف بودجه‌ای مستقل در قوانین سنواتی، اعطای تسهیلات بانکی ارزان قیمت در جهت بهبود وضعیت پیشنهاد می‌گردد. در نتیجه، در بازآفرینی بافت تاریخی شهر گرگان متولیان امر بر راهبردهای محافظه کارانه متمرکز گردند.

Providing a model for recreating the historical context of Gorgan with a tourism development approach

AbstractGorgan city with more than 150 hectares of historical context is one of the important historical centers of the country. Despite its positive features, the city suffers from some physical, environmental and infrastructural problems. In the present study, with the aim of determining the priority of general development strategies in the historical context of Gorgan, several proposed modeling strategies and then the optimal priorities for recreation are introduced. The research was applied and in its analysis, a combination of documentary and survey methods using quantitative and qualitative models (ANPSWOT) was used. The statistical population of the study included 15 experts (experts of executive bodies and university professors) who were selected by snowball technique. After reviewing the upstream documents, 11 strengths, 12 weaknesses, 10 opportunities and 11 threats were extracted from the context of Gorgan. Then, by adjusting the internal and external strategic factors, a pairwise comparison questionnaire was prepared and provided to the experts. Finally, based on the obtained indicators, the SWOT strategic matrix was formed and strategies were evaluated and prioritized using the ANP model in Super Decision software. The results of modeling showed that among the proposed strategies, strategies to support historical tourist attractions with the approach of economic and social revitalization and improving the physical condition of the tissue, Organizing the transportation network in the historical context with emphasis on public transportation network, use of barren and recyclable lands due to low prices for tourism development, The review of the distribution of facilities and services in the context of the context identified the optimal strategic priorities and ranked first to fourth, respectively. As a result, in recreating the historical context of Gorgan, those in charge should focus on offensive strategies.
