رویکرد مدیریت روستایی و تحولات فضایی سکونتگاههای روستایی. مورد مطالعه: استان سمنان

رویکرد مدیریت روستایی و نقش آن در توانمندسازی بیشتر ذی نفعان محلی و تعاملات یکپارچه ساختاری - کارکردی، یکی از عوامل موثر در تحولات فضایی سکونتگاههای روستایی است، لیکن رویکرد مدیریتی از «بالا به پایین» و ساختار مدیریتی برخواسته از تفکرات فن محور، موجب «توانمندسازی نامولد» ذی نفعان محلی و تعاملات کم و ناهماهنگ ساختاری و کارکردی در فرآیند مدیریت روستایی شده است. نامناسب بودن جایگاه مولفه های مذکور، باعث چالش های فراوان در فراگرد مدیریت روستایی و در پی آن تحولات فضایی سکونتگاههای روستایی استان سمنان شده است. هدف این پژوهش ، تحلیل ارتباط بین شاخص های روش و احساس توانمندسازی ذی نفعان محلی؛ و همچنین شاخص های تعاملات یکپارچه ساختاری - کارکردی بر تحولات فضایی سکونتگاههای روستایی از دیدگاه روستاییان و مدیریت محلی است. روش این پژوهش، توصیفی-تحلیلی است و با استفاده از آزمون های آماری کندال تااوبی و رگرسیون چند متغیره در نرم افزار spss انجام گرفته است. یافته‌های پژوهش نشان داد بین اکثریت شاخص های مقولۀ اثرگذار با تحولات فضایی سکونتگاههای روستایی منطقۀ مورد مطالعه، از دیدگاه روستاییان و مدیریت محلی، ارتباط معناداری مشاهده نشده است و میان شاخص های توانمندسازی و همچنین تعامل یکپارچه ساختاری - کارکردی و تحولات فضایی سکونتگاههای روستایی استان سمنان، از دیدگاه روستاییان و مدیریت محلی، به‌ترتیب به میزان 0.395 و 0.422 همبستگی وجود دارد؛ همچنین ضریب تعیین تعدیل شده نشان می دهد که از دیدگاه روستاییان و مدیریت محلی، به‌ترتیب، حدود 37.1 درصد و 41.5 درصد تحولات فضایی سکونتگاههای روستایی استان سمنان، ناشی از شاخص های سنجش شده در منطقۀ مورد مطالعه، تبیین شده است. به سخن دیگر، کم توجهی به تسهیل‌کننده‌های «توانمندسازی مولد» ذی نفعان محلی و همچنین عدم تعامل یکپارچه ساختاری کارکردی در فرآیند مدیریت روستایی، باعث پایین ماندن سطح تحولات فضایی سکونتگاههای روستایی منطقۀ مورد مطالعه بوده است. از این رو، اصلاح رویکرد فعلی مدیریت روستایی و گذار به مدیریت اجتماع محور و اتخاذ رویکرد مدیریت غیر متمرکز و چند سطحی از پیشنهادهای کاربردی در این زمینه است.

rural management approach and spatial developments in rural settlements (case study: semnan province)

the style and approach of rural management and its role in accelerating the empowerment of most local stakeholders and integrated structuralfunctional interactions, is one of the effective factors in realizing the dimensions of sustainable development of rural settlements. but topdown management approach and a expertoriented management structure, has been causing of unjenerative empowerment of local stakeholders and low and uncoordinated structural and functional interactions in the rural management process. inappropriate location of these components, has caused many challenges in rural management and subsequently the dimensions of sustainable development in rural settlements of semnan province.the goal of this research is analysis of the relationship between method indicators and the sense of empowerment of local stakeholders and also, indicators of integrated interactions of structuralfunctional on spatial changes of rural settlements from the point of view of villagers and local management.method of this research is descriptiveanalytical and it has been done using kendall taub and multivariate regression tests in spss software.the findings of this study revealed, among the majority of indicators of the effective component with spatial development of rural settlements in the study are, from villagers’ point of view and local management, not seen significant relationship. in other words, low pay attention to facilitators of productive empowerment of local stakeholders and also the lack of integrated interaction of functional structure and separation in the process of rural and regional management in terms of politics, structure, function, sectional and financial resources in the process of rural management, has led to a decrease in the level of spatial development of rural settlements in the study area. so modifying the current rural management approach and transition to communitybased management and reforming local stakeholder empowerment methods and adopting a decentralized and multidimensional management approach and creating an integrated system of different levels of management in overarching and subordinate systems is from practical applications in this field.
