چالش‌های فرا‌روی برنامه‌های اصلاح نظام اداری در ایران با تمرکز بر اصلاح ساختاری

هدف این مقاله شناسایی و اولویت‌بندی آسیب‌ها، چالش‌ها و علل ناکارآمدی برنامه‌های اصلاح نظام اداری در ایران در سه حوزه تدوین، اجرا و ارزیابی و با تمرکز بر اصلاح ساختاری است.جهت اعتبارسنجی مولفه‌ها و شاخص‌های شناسایی شده در دو دور به نظرات خبرگان مراجعه شده است. در دور اول پرسش‌نامه، با مراجعه به خبرگان حوزه نظام اداری، شاخص‌های احصا شده با حد آستانه 5.5 تعدیل شده و در دور دوم پرسش‌نامه ابعاد، مولفه‌ها و شاخص‌های تعدیل شده براساس فرآیند تحلیل سلسله مراتبی و مقایسات زوجی، اولویت‌بندی شده‌اند. یافته‌ها، نخست در 2 بعد کلی چالش‌های کلان و چالش‌های سطح خرد دسته‌بندی شده‌اند و در ادامه در قالب 3 دسته از چالش‌های ناظر به تدوین، اجرا و ارزیابی طبقه‌بندی شده‌اند. تحلیل نتایج نشان می‌دهد چالش‌های کلان اهمیت بیشتری نسبت به چالش‌های سطح خرد دارند. همچنین در بعد کلان ترتیب اولویت مولفه‌ها به صورت چالش‌های ناظر به اجرا، تدوین و ارزیابی اولویت‌بندی شده است. در بعد سطح خرد نیز اولویت مولفه‌ها به ترتیب به صورت چالش‌های ناظر به اجرا، ارزیابی و تدوین محاسبه شده است. یافته‌های پژوهش‌ بیانگر اهمیت بیشتر چالش‌های ناظر به اجرا نسبت به چالش‌های ناظر به مراحل تدوین و ارزیابی است.

the purpose of this article is to identify and prioritize the challenges facing administrative system reform programs in iran, focusing on structural reform. the initial list of challenges facing administrative system reform programs in the country with a focus on reforming the structure based on the method of library studies was calculated. in the first round of the questionnaire, the calculated indicators, and in the second round of the questionnaire, the adjusted dimensions, components and indicators were prioritized based on the process of hierarchical analysis and pairwise comparisons. in order to validate the components and indicators, the opinions of experts have been consulted with the questionnaire tool in two periods. the challenges facing the reform programs of the administrative system in iran have been categorized into 2 general dimensions: macro-national challenges and micro-level challenges. the aforementioned indicators are classified in the form of 3 categories of challenges related to formulation, implementation and evaluation. the analysis of the research findings shows that the challenges related to the implementation are more important than the challenges related to the compilation and evaluation stages.
