تحلیل محیط نهادی نوآوری در گذار به صنایع دفاعی فردا

کی از مهم‌ترین دیدگاه‌ها برای بررسی شرایط و بستر اجتماعی نوآوری، بررسی محیط و عوامل نهادی است. مطالعه نهادها می‌تواند دریچه‌ای مناسب به زمینه و بستر ناپیدای نوآوری تکنولوژیک باز کرده و بسیاری از موانع و گلوگاه‌های نوآوری را تشریح کند. بر این اساس در این پژوهش نهادهای تاثیرگذار بر نظام نوآوری صنایع دفاعی به پنج دسته تقسیم شده و سپس با ایجاد گروه‌های کانون و استفاده از نظرات خبرگان، مصادیق این نهادها در دو وضعیت زمانی گذشته و آینده با یکدیگر مقایسه شده‌اند. این نهاد‌ها عبارتند از: نهادهای شناختی که اشاره به اصول و ارزش‌های اعتقادی، عادات ثابت فکری و نقشه‌های ذهنی دارند؛ نهادهای رفتاری که بیانگر عادات اجتماعی و شیوه‌های ثابت رفتاری هستند؛ نهادهای همکاری که ناظر به شیوه‌ها و استانداردهای همکاری درون سازمانی و بین ‌سازمانی می‌باشند، نهادهای قانونی که در برگیرنده، قوانین، مقررات و آیین‌نامه‌های مصوب بوده و نهادهای اساسی که چارچوب‌های مرجع و قواعد کلانی هستند که بر اساس رهنمودها و اسناد بالادستی و مادر بر نظام نوآوری حاکم می‌باشند. بنابراین بر اساس دیدگاه نهادی درگذار به صنایع دفاعی فردا (هسته کوچک شبکه بزرگ) علاوه بر جنبه‌های فنی نوآوری باید بستر و زیست بوم نوآوری دفاعی در پنج بخش فوق متحول شود.

Analyzing Institutional Environment of Innovation in Transition to Future Military Industry

Examining the environment and institutional factors is one of the strongest views about studying the social circumstances leading to innovation. This can open up a new way to recognizing technological innovation and most of existing hurdles. For this reason, we have divided the effective institutions on the innovative system of military industries and by utilizing experts’ views, we have compared some instances of these institutions in the past and present. They consist of: cognitive institutions that relate to ideological values and principles, mental habits and schemes; behavioral institutions that express social habits and fixed behavioral procedures; cooperative institutions that direct intra/ inter organizational standards; legal institutions which involve laws and regulations; and finally constitutional institutions which act as references and large scale regulations dominating the innovative system. Therefore, according to the institutional view, when shifting to the future military industries (small nucleus – big network), the pertinent context in the above mentioned sections needs to be developed next to the technical dimensions of innovation.
