دستورکار گذاری خشونت خانگی در همه‌گیری کووید-19: کاربردی از مدل جریان‌های چندگانه کینگدان

پیش‌زمینه و هدف: پاندمی کرونا ویروس بسیاری از کشورها را مجبور به اتخاذ تدابیر اختصاصی در جهت کاهش یا مهار انتقال این بیماری نموده است، این تدابیر منجر به بروز پیامدهای منفی روحی و روانی ازجمله افزایش خشونت خانگی شده است. هدف از پژوهش حاضر ارائه دیدگاه در مورد فرآیند دستورکارگذاری مشکل خشونت خانگی در همه‌گیری کرونا است.مواد و روش‌ها: مطالعه حاضر از نوع بیان دیدگاه می‌باشد که در آن محققین بر اساس مدل جریانات چندگانه کینگدان، فرآیند دستورکار گذاری مشکل خشونت خانگی در دوران کرونا را با استفاده از تشریح جریان مشکل، جریان سیاست (راه‌حل مشکل) و جریان سیاسی (اراده سیاسی) تبیین نمودند.یافته‌ها: در زمینه جریان مشکل به دنبال شیوع بیماری کرونا ویروس روند تمایل به بروز خشونت خانگی به دلیل محدودیت‌های اجتماعی، در خانه ماندن، فقر، افزایش مشکلات اقتصادی و افزایش سوءمصرف مواد به میزان قابل‌توجهی افزایش‌یافته و در حال حاضر در مقیاس جهانی ظهور کرده است. بر این اساس پرداختن به خشونت خانگی با توجه به شیوع و عوارض جسمانی، روان‌شناختی و مرگ‌ومیر ناشی از آن یک مشکل دارای اولویت جهانی بهداشت عمومی است. پیرامون جریان سیاست، مهم‌ترین تحلیل‌ها و راه‌حل‌های احتمالی مواجهه با این مشکل می‌تواند به‌صورت راه‌اندازی خطوط راهنما و سیستم‌های پشتیبانی، محرک‌های آگاهی‌بخش و پیام‌رسانی فعال، استفاده از مشارکت جامعه، تعریف و تعیین مجدد پناهگاه‌های ایمن و تهیه پروتکل واحد می‌باشد. همچنین، با توجه به اینکه خشونت خانگی یک مشکل اجتماعی با ابعاد پزشکی، روان‌شناختی و حقوقی است لازم است متولیان، روش‌های غربالگری حساس‌تر به مراکز مشاوره، مراکز بهداشتی درمانی، آموزش‌های جامع و مبتنی بر حساس سازی ارائه‌دهندگان خدمات بهداشتی درمانی، مشاوران و خط اول سیستم مراقبتی درمانی، ایجاد خطوط پاسخگویی و شماره تماس‌های بیشتر جهت ارائه حمایت به این زنان، ارزیابی و بازدید از خطوط کمک، مشاوران، خانه‌های امن بهزیستی و ماموران حفاظت شبانه‌روزی برای کمک به قربانیان خشونت، به‌کارگیری رسانه‌های اجتماعی نسبت به افزایش خطر خشونت خانگی در طول بیماری کووید 19 و ایجاد آگاهی همه‌جانبه را مدنظر قرار دهند. در زمینه جریان سیاسی لازم است دولت به مشکل خشونت خانگی توجه نماید و با درک صحیح مشکل و پیامدهای منفی آن، اراده‌ای برای حل آن داشته باشد. فلذا، در سطح دولت، می‌بایست با یک عزم جدی، مشکل خشونت خانگی در دستور کار قرار گیرد.بحث و نتیجه‌گیری: وقتی سه جریان مشکل، راه‌حل مشکل و اراده سیاسی با هم وجود داشته باشند، پنجره سیاست‌گذاری برای خشونت خانگی در دوران کرونا باز خواهد شد و این مشکل در دستور کار سیاست‌گذاران قرار خواهد گرفت. در رابطه با خشونت‌های خانگی متعاقب کووید 19، علیرغم وجود دو جریان مشکل و راه‌حل مشکل، به نظر می‌رسد جریان اراده سیاسی به‌خوبی شکل نگرفته است.

THE PROCESS OF DOMESTIC VIOLENCE AGENDA SETTING IN THE CORONA PANDEMIC: AN APPLICATION OF KINGDON MULTIPLE STREAMS MODEL

Background Aims: The coronavirus pandemic has forced many countries to take specific plans to reduce or control the transmission of the disease, which has led to negative psychological consequences, including an increase in domestic violence. The purpose of this study is to provide insights into how the problem of domestic violence in the corona pandemic is placed on the policy agenda.Materials Methods: The present study is a perspective one in which based on Kingdon #39;s agenda setting model, the process of domestic violence agenda setting identified in the Corona period and three streams of problem, policy (problem solution) and political (political will) explained.Results: In the context of the problem stream following the spread of coronavirus, the trend towards domestic violence due to social constraints, staying at home, poverty, increasing economic problems and increasing substance abuse has increased significantly and is now emerging on a global scale. Accordingly, domestic violence is a problem of global public health priority due to its prevalence and physical, psychological and mortality complications. Regarding the policy stram, the most important analyzes and possible solutions to this problem can be done in the form of setting up guidelines and support systems, active incentives and messaging, using community participation, defining and redefining safe havens, and preparing a single protocol. Also, due to the fact that domestic violence is a social problem with medical, psychological, and legal dimensions, it is necessary for trustees to 1 use more sensitive screening methods to counseling centers, health centers, comprehensive training and sensitizationbased health care providers, counselors, and the first line of the health care system, 2 create more response lines and contact numbers to provide support to these women, 3 evaluate and visit helplines, counselors, welfare shelters and day care staff to help victims of violence, and 4 consuder that using the social media should increase the risk of domestic violence during Covid disease while raising awareness. In the field of political stream, it is necessary for the government to pay attention to the problem of domestic violence and, with a correct understanding of the problem and its negative consequences, have the will to solve it. Therefore, at the government level, the new president must put the problem of domestic violence on the agenda with a serious determination.Conclusion: When the three currents of problem, problemsolving, and political will coexist, the policy window for addressing domestic violence in the Corona will open, and this problem will be on the agenda of policymakers. With regard to domestic violence following Covid 19, despite the existence of two streams of problem and solution to the problem, the stream of political will does not seem to be well formed.
